Duties/ Responsibilities

The Senior Project Manager will oversee the detailed objectives of the contract to include, but not limited to:

FINANCIAL POLICY & GUIDANCE SUPPORT:

  • Develop USCIS Policy Framework That Documents The Policy Lifecycle From Development Through Compliance:

Development:

  • Provide support to OCFO in educating stakeholders on OCFO's policy framework.
  • Develop current state and future state business process maps for all financial policies.
  • Write financial policy that aligns with the DHS FMPM and other applicable laws, rules, and regulations.
  • Assist with providing best practices in writing financial policies from DHS, other Government agencies, and the corporate sector.
  • Revise all existing USCIS FMM Chapters and write new FMM Chapters ensuring compliance with the DHS FMPM, other applicable laws, rules, regulations, and best practices. Develop a revised USCIS Financial Management Policy Manual.
  • Provide independent analysis and recommendations to improve financial policy development and decision making. Provide the program office with Policy Gap Analysis, Proposed Financial Policy Best Practices for Implementation, as needed.
  • Assist with identifying business processes requiring documentation and incorporation into new or updated financial guidance documents as defined by the Government Program Office.
  • Create and present a USCIS OCFO Policy Framework.
  • Ensure policies are written according to the USCIS Plain Language standards and USCIS External Affairs Directorate (EXA) Style Guide.
  • Provide status of progress routinely using USCIS task management solutions including using Microsoft Teams and the OCFO Connect.
  • Must collaborate with subject matter experts (SMEs) and Senior Leadership during the development and approval process of deliverables.
  • Develop and deliver executive-level briefings as part of the approval process.
  • Create and present Quarterly Progress Briefs to senior leadership.

Implementation (Training, Communication, & Release):

  • Develop plans in accordance with best practices established by the project management body of knowledge established by the Project Management Institute (PMI), including but not limited to, milestones, resource dependencies, points of contact, and other elements of a project plan. Plans may include integrated project plans and communication plans.
  • Assist USCIS OCFO Chief of Staff (COS) Communications Team & the External Affairs Directorate (EXA) in the development and execution of Strategic Communications, Change Management, & Training & Materials, deployed internally To OCFO & USCIS-wide.
  • Provide independent analysis and recommendations to support the implementation of policies and procedures across a broad range of OCFO financial and operational activities.
  • Provide one-on-one and group training to federal employees and supervisors on policy research and development, and policy compliance procedures.

Review / Assessment (Compliance):

  • Develop an online catalog of policy compliance metrics that define what the metric measures, when the metric should be measured and how frequently, where the data from the metric will be gathered, rationale and benefit of measuring the metric, process for producing metric calculations and analyzing/interpreting the metric.
  • Provide support in developing and/or updating any financial guidance that needs to be made available on USCIS websites, intranet sites, and other online electronic repository (i.e., CONNECT, etc.).
  • Update and manage the policy library on an ongoing basis.
  • Develop a plan to test the new solution for compliance with requirements, policy, laws, regulations and other applicable DHS/USCIS instructions.
  • Perform a feasibility assessment and identify policy controls within the DHS FMPM and USCIS FMM Chapters that can be monitored for policy compliance.

Standard Operating Procedures:

  • Provide support in developing general Standard Operating Procedures (SOPs) related to financial management for OCFO, including researching and developing financial policies and performing policy compliance. Leverage industry best practices in developing operating procedures.

Required Skills/Abilities

  • Read, interpret and develop financial management procedural documents.
  • Read, interpret and apply legislative and governing authorities to develop financial management policy, regulations, and directives.
  • Develop briefing papers and materials, graphical presentations, and to make formal oral presentations of these materials to all levels of governmental personnel.
  • Research, benchmark, educate and inform management in the various alternatives for delivery of financial services.
  • Demonstrate and apply advanced project management expertise, and the ability to facilitate decisions vertically and horizontally within complex Government organizations.
  • Proven ability to communicate effectively, both oral and written, with various staff levels and teams across the agency, including technical teams.
  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint).
  • Possess and demonstrate the interpersonal and leadership skills to build relationships with key stakeholders.
  • Proven track record of timely, accurate and complete work, independently managing multiple tasks with changing timelines and deliverables.
  • Excellent critical thinking, organizational, problem solving, oral and written communication skills.
  • Adaptability and willingness to take on additional tasks as needed.
  • Must be a U.S. Citizen and the ability to obtain and maintain a Public Trust clearance.

  • OMB Circular A-123, Management's Responsibility for Internal Control (effective beginning fiscal year [FY] 2006) (Appendices A, B, C, and D).
  • OMB Circular A-127, Financial Management Systems.
  • OMB Circular A-134, Financial Accounting Principles and Standards
  • OMB Circular A-136, Financial Reporting Requirements.
  • Federal Accounting Standards Advisory Board (FASAB) accounting standards as issued.
  • Treasury Financial Manual (TFM), as issued by the Bureau of Fiscal Service (BFS).
  • Digital Accountability and Transparency Act of 2014 (DATA Act).

Nice to Have Skills

  • Understanding of the USCIS Plain Language standards and USCIS External Affairs Directorate (EXA) Style Guide.
  • USCIS Experience

Education and Experience:

  • Minimum/General Experience: Ten (10) years of overall management experience obtained within the last five (5) years.
  • Minimum Education/Credentials: Bachelor's Degree in one (1) of the following disciplines: Program Management, Business, Finance / Accounting, or related fields. USCIS will allow a Project Management Professional (PMP) certified by the Project Management Institute (PMI) in lieu of the educational requirements.

Travel Requirement:

  • Contractor personnel shall not be reimbursed for local travel, which is defined as within a fifty (50) mile radius from the primary place of performance. Travel outside of this radius is not anticipated and is not reimbursable by the Government under this contract. Any travel completed by the contractor under this contract will be solely at the contractor's discretion and expense.
