Job Summary
This position exists to lead the development, implementation, and monitoring of MDH’s strategic plan so that the department has a useful guide for taking action towards strategies and priorities and for making resource allocation decisions.
Responsibilities include
1) Designing methodologies for the development, implementation, and monitoring of department-wide strategic plan.
2) Coordinate and/or manage projects that advance department-wide strategies and priorities and is alignment with the Governor’s One MN Plan.
3) Coordinate and direct data collection activities necessary to monitor department progress towards strategic goals and objectives.
4) Coordinating agency assessments.
Qualifications
Minimum Qualification
Four years of professional experience in project management lead roles and/or professional experience in public health that include the following:
- Experience in strategic planning, action planning, project management, change management, and partnership building.
- Experience in statistical methods, data analysis and other measurement techniques sufficient to evaluate program and/or process results and design and develop improvements.
Doctorate degree may substitute for two years of experience.
Master’s degree may substitute for 18 months of experience.
Bachelor’s degree may substitute for one year of experience.
Minimum qualifications that will be assessed during the interview process:
- Planning principles, methods and techniques and ability to apply laws, rules and regulations sufficient to develop or assist in the development of statewide plans.
- Leadership skills sufficient to carry out actions while exercising tact, diplomacy and sensitivity to provide clear direction and support to others.
- Ability to apply project management principles and tools.
- Communication, both oral and written, to mobilize action to achieve organizational goals and coach and advise other staff.
- Relationship building and management to build networks of colleagues and effectively persuade project participation
- Ability to influence, persuade, understand and work collaboratively with others.
- Ability to identify and evaluate information/data and develop policy and program management recommend- actions and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.
- Ability to develop techniques and procedures for accomplishing goals and objectives, to design work plans for major projects, and to direct their implementation.
- Ability to establish and maintain working relationships with a variety of organizations or groups, including with populations experiencing the greatest health burdens, public officials and sectors not traditionally connected to health.
Preferred Qualifications
- Master's Degree
- Experience with health equity and key related concepts including health disparities.
- Knowledge of MN Public Health System
- Knowledge of strategic planning techniques and facilitation
- Project management skills
