Project Overview

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington state. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste (LAW) Vitrification, High-Level Waste (HLW) Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm (day shift) or 5:30 pm to 4:00 am (night shift). Extended work weeks and/or extended hours may be required or authorized to support the construction schedule. The project work schedule is subject to change, and may require employees to work overtime, night shift, and/or weekends when a business need arises.


Position Summary

The WTP Site Support Services/Distribs (S3D) operates within the Facility Management organization of WTCC. The S3D Fleet/Equipment Superintendent is responsible for supervising and directing fleet and equipment operations, servicing, repairing and accounting across the site, ensuring compliance with specifications, schedule, and budget in accordance with corporate/business unit and/or project policies, procedures, and plans. Work includes field inspections, extensive walking in and around the WTP site, managing the DFLAW Vehicle Repair Shop and directing shop and field employees. Some lifting may be required. Superintendents are responsible for safe and environmentally compliant execution of field work activities, reviewing work for quality and completeness, reporting performance, and ensuring procedural compliance. Other duties include front line worker development and mentoring, support for long term planning development, materials support, work schedule updates, fundamental labor relations, and supervising material movement craft for the non-HLWCT WTP site.


Responsibilities

  • Perform all work safely with the utmost concern for the safety of self and other employees. Ensures all safety procedures, and processes are followed without deviation.
  • Perform all work in compliance with environmental permits and regulations. Ensures environmental guidelines are followed without deviation.
  • Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work.
  • Field implementation of S3D work packages, work instructions, and procedures to support maintenance work activities including pre-planning, material staging, needed permits, and coordination between support organizations.
  • Review craft time records using established automated tools.
  • Plans, directs, and controls the maintenance of fleet equipment and maintenance of service documents.
  • Monitors fleet usage. Manages preventive maintenance and repair program. Identifies, plans, directs, and assists with repairs of fleet equipment.
  • Schedules work to be performed and reviews work accomplished. Monitors work activities and ensures the quality of work performed.
  • Oversees equipment maintenance systems reporting and equipment records management.
  • Manages S3D craft performing material movement around the site.
  • Evaluates and prepares workforce requirements.
  • Prepares equipment operating cost budgets.
  • Reviews and approves Field Material Requisitions (FMR’s) for repair and maintenance requirements.
  • Monitors the activities of proposed subcontractors or vendors to ensure compliance with specifications and schedules.
  • Provides training to ensure adherence and understanding of safe equipment usage requirements and practices.


Qualifications and Skills

Basic Qualifications:

  • Bachelor's degree in Engineering, Construction Management or other relevant technical discipline from an accredited university as well as a minimum of 9+ years of relevant work experience, or 15+ years of relevant experience in the absence of a degree.
  • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
  • Possess the right to work and remain in the US without sponsorship.


Minimum Qualifications:

  • Broad experience in vehicle/heavy equipment/specialty equipment (lifts, etc.) repair and tools management with demonstrated competency in overseeing fleet use and maintenance on industrial/commercial projects.
  • Working knowledge of applicable industry codes and standards (i.e. DOT, OSHA, FMC).
  • Understanding of equipment warranties, performance guarantees, and equipment fitness for use.
  • Knowledge of multi-discipline construction and or operating functions.
  • Knowledge of safety requirements and practices.
  • Knowledge of heavy-industrial equipment management work processes and procedures.
  • Proficient in Microsoft suite in word processing, spreadsheet, and database applications.
  • Demonstrated leadership in a team-based environment.
  • Knowledge in the use of subcontracts and the contractor and subcontractor's responsibilities contained in subcontract documents.
  • Excellent customer relations and communication skills.

  • Experience on Government projects.
  • Excellent communication and problem-solving ability.
  • Applicable training or certification of vehicles and equipment.
