The Baltimore County Department of Economic and Workforce Development (DEWD) is accepting applications for Temporary Summer Youth Workers at various locations throughout Baltimore County.
Schedule: Up to 25 hours per week, Monday to Friday. Starting July 3 to August 11, 2023.
Youth ages 14 to 21 are encouraged to submit an application.
Please Note: Submitting an application does not guarantee employment. Youth under the age of 18 selected for employment must provide a work permit. All youth selected for employment must complete the Baltimore County onboarding process.

Baltimore County has created a process to upload your documents to a secure website rather than having to submit them in-person. Do not send these documents via regular email. You will need to save the documents on your desktop, smartphone, or tablet in order to upload them. You can scan the documents or photograph the documents on to your device. If you photograph the documents, make sure the picture is clear and they are saved as a jpeg, png, or pdf files. Name and save the documents individually in a location that is convenient for you to be able to upload them to the designated site, and upload each separately.
Documents Needed
A Birth Certificate
If you do not have a birth certificate, you can use your U.S. Passport or US Passport Card.
Scan or photograph your birth certificate.
Save and name the copy with your last name, first name – birth certificate
Driver’s license, MD ID card or school ID card with a photograph
If you are under 18 and do not have a driver’s license, MD ID card or a school ID card with a photograph you can substitute:
School record or report card, Clinic, doctor or hospital record or Day-care or nursery school record.
Scan or photograph your ID.
Save and name a copy with your last name, first name - ID
Social Security Card
Scan or photograph your SS Card.Save and name the file with your last name, first name - SS Card

- Navigate to 2023 Document Drop-off Site.
- Enter your email address in the From Box. This email address is the one we will use to contact you.
- Select Youth Services in the To Box.
- In the Captcha box, enter the letters or numbers you see above and click the check mark. Matching the letters/numbers may take multiple tries.
- Once the Captcha approves, navigate to the top of the page to Upload. You can now upload all the SYEP documents you saved. Please save individually. If you did not name them as suggested in the directions above, name them before uploading them.

Health Insurance
In order to qualify for health insurance benefits (medical, prescription, dental and vision insurance), part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.
Life Insurance
In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.
Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
