Anderson Perry & Associates, Inc. (AP) is looking for a highly motivated project manager to join our group of successful professionals who provide personalized engineering services to clients throughout central and eastern Oregon and Washington. AP has offices in La Grande, Redmond, and Hermiston, Oregon, and Walla Walla, Washington. The greatest need for this position is La Grande, Oregon, but other office locations will be considered. We are seeking a project manager who desires to gain experience in hydraulic and water resources design; typical projects include: • Irrigation diversions and fish screens • Irrigation pipelines and canals • Inverted siphons • Fish ladders • Roughened channels • Culvert retrofits to improve fish passage • Hydraulics reports for bridge and culvert replacements • Federal Emergency Management Agency 100-year floodplain modeling and mapping • Levee repair and construction • Stream restoration including channel restoration, side channels, large wood habitat structures, and floodplain construction • Wetland enhancement and mitigation
Responsibilities
• Work on a team to plan and design a variety of hydraulic and water resources related projects. • Develop and monitor project scope, budget, schedule, and project delivery plans. • Design engineering and management of design team, preparing cost estimates, preparing quantity estimates, and providing in-field technical assistance for construction. • Manage and coordinate subconsultants, lead and coordinate project meetings, coordinate environmental permits and clearances, and manage construction projects. • Participate in public and landowner meetings, direct support staff, and meet financial goals for the client and the company. • Provide technical expertise including the following: - 1D and 2D hydraulic modeling using Hydrologic Engineering Center’s River Analysis System - Bridge and culvert sizing - Bridge scour calculations and abutment design - Stream simulation material sizing - Evaluation of fish passage conditions related to drop height, energy dissipation, velocity, and water depth - Wood habitat structure stability calculations - Dam breach analysis - Hydraulic calculations related to irrigation pipelines
Qualifications
• Minimum 3 years of experience developing hydraulics reports, basis of design reports, drawings, and specifications for water resources projects. • A Bachelor’s degree in Civil Engineering is desired, but experience in this field is acceptable (licensed Professional Engineer preferred). • Experience with public speaking and building relationships with clients, the public, regulatory agencies, and contractors. • Experience developing work agreements and task orders and experience delivering projects on time and within budget. • A familiarity with Oregon Department of Fish and Wildlife, Washington Department of Fish and Wildlife, and National Marine Fisheries Service fish passage requirements; hydraulic design criteria as outlined in the Oregon Department of Transportation Hydraulics Manual, the Standard Local Operating Procedures for Endangered Species programmatic biological opinion, and the Bonneville Power Administration Habitat Improvement Program design process. • Applicants must have a valid driver's license and must agree to a background check.
