Job Summary:
The WIC Assistant Director will manage the clerical functions of the Lawrence WIC program, including performing daily/weekly/monthly quality assurance; providing training and general supervision to front-office staff, including Program Assistants; managing staff schedules, deployment, expense reports, and supply requests; conducting quarterly vendor monitoring; assisting the Program Director with program operations, interviewing, and hiring; and representing the program at internal and external meetings.
In addition, the Assistant Director will be expected to regularly perform all functions of a Program Assistant, including answering telephones, scheduling appointments, screening participants for eligibility, data entry, filing, issuing benefits, and managing client flow.
Essential Functions / Key Responsibilities:
- Completes program reports, including those related to Dual Enrollment, Terminations, Missed Follow-ups, End of Certification, Transfers from Other States, Participants with Benefactor Letters, Participants with WIC Verification Forms, and others as assigned by the Program Director or Senior Nutritionist.
- Follows all protocols and/or regulations for processing applicants/participants for (re)certification, including: verifying identity, income, residency, and participant category; educating participants on their rights and responsibilities, authorized signatures and shoppers, WIC foods, and using benefits at authorized vendors; referring participants to MassHealth, SNAP, TAFDC and other health and human service programs; providing notification for end of certification, missed benefits, and/or ineligibility to receive WIC benefits.
- Oversees benefit issuance for prescribed food prescription, including: re(issuing) food/formula prescription benefits; capturing participant authorized signatures for benefit issuance; and maintaining security of WIC cards.
- Performs routine office duties, including answering telephones; scheduling appointments; data entry; and managing client flow.
- Manages client flow and for ensures consistent program staff coverage, including intake, benefits, and phone coverage. Keeps track of Program Assistant requests for leave and assists with payroll process.
- Distributes and collects monthly program time studies.
- Manages staff expense reports and supply requests.
- Provides annual vendor training and monitors vendors on a quarterly basis. Follows up on all vendor complaints to ensure federal and state regulations are followed, and to ensure participants have a positive retail experience.
- Assists the Program Director in training and communicating policy/procedure changes to staff.
- Attends monthly staff meetings, quarterly WIC Operations Workgroup meetings, and other trainings, conferences, and workshops as designated by the Program Director and Senior Nutritionist.
- Performs other duties as assigned and as needed.
Skills and Qualifications:
- High school diploma or HISET required; Associate’s or Bachelor’s degree preferred.
- Minimum five years’ experience in a professional office setting. Previous WIC experience preferred.
- Minimum one year of supervisory experience required.
- Experience in program planning and administration.
- Demonstrated leadership and decision-making capabilities.
- Sensitivity to the needs of the participant population.
- Interest in nutrition and in maternal and child health.
- Must have ability to handle and keep information highly confidential.
- Excellent communication, interpersonal, and organizational skills.
- Must have basic computer skills, including proficiency in Microsoft Word, PowerPoint, and Outlook.
- History of good attendance and positive work attitude.
- Available to work at least one Saturday a month.
- Bilingual (Spanish and English) required.
- Must have access to reliable transportation and a good driving record.
- Must have a suitable CORI & SORI completed within the first 30 days of employment.
Supervisory Responsibility: Yes – supervises Program Assistants.
Travel: Travel between program sites and to off-site trainings and meetings is required. Must have a current valid Massachusetts Class D Motor Vehicle Operator’s license or equivalent from another state.
Physical Demands: This job regularly requires the employee to sit, walk and stand as well as use hands repetitively to handle or operate standard office equipment. The employee is occasionally required to kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
Work Environment: This job operates in a professional office environment and uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, fax machines.
