Job Title: Associate Director – Housing Programs

Summary: The Associate Director of Housing and provides administrative leadership, overall management, and coordination of some of housing program areas of Heartland Human Care Services. The position is responsible for effective service delivery and successful management of staff and outcomes performance per the contractual requirements. The Associate Director will be a member of the leadership team within Team HART and part of the Directors’ team of HHCS. The Associate Director will represent the program at appropriate internal and external meetings, ensuring positive coordination with other partnership entities. This position is expected to provide a high level of contract compliance, budget and personnel oversight and modeling and ensuring the standards of Heartland Alliance in all aspects of the work is exercised in all program areas. Individual accountabilities and work volume will be established through the development of annual Success Objectives, within the framework outlined below.
Essential Duties & Responsibilities:
- Oversees and is responsible for the operational services of assigned Housing program areas, including ensuring that quality and performance standards set by the funder(s) and Heartland Alliance are met.
- Assumes responsibility for contractual compliance, based on both internal and funder requirements. Evaluates and identifies challenges in meeting identified program goals and creates and implements solution-focused strategies designed to meet desired program outcomes.
- Has full knowledge of housing programs’ budgets and allowable costs, including approving purchases/hiring in line with budget, ensuring there is no surplus or deficit of funds in any contract, managing surplus/deficits appropriately, reviewing operating statements and detail monthly, working effectively with FAS colleagues, seeking approval as needed from Director. Makes recommendations to Director for needed changes.
- Provides oversight of systems for rent and utility payments, client support distribution, and other grant requests, and provides final approvals in systems’ workflow. Oversees that Program Match is monitored and obtained per grant annually. Executes MOU’s with each organization.
- Supports the Director in the strategic planning process for Housing as a whole and provides recommendations, including towards the development of pilots, new or expansion projects.
- Participates in site leadership for all sites where Housing Programs staff are present.
- Oversees, participates in, and is responsible for final completion and submission of all reports required by funders, and HHCS. Ensures quality and accuracy in the writing, qualitative and quantitative aspects. Ensures that all deadlines are met.
- Collaborates with the appropriate Development staff and Director in related proposal development to secure government and private funding to support and/or supplement programs and service activities. In conjunction with program management staff, develops and implements funding to support new program initiatives and to enhance current programs, designs new programs, implements and evaluates new Housing programs.
- Coordinates and is point of contact with any assigned external and internal partners related to housing program portfolio. Establishes process and protocols with subcontract relationships, including monitoring compliance. Maintains regular communications and meetings.
- Works collaboratively with the Quality Improvement Team to enhance data systems for improved efficiencies, monitors databases used to document outcomes, insures overall accuracy and compliance for data reports. Monitors trends based on data quality reports and addresses identified issues.
- Responsible for gathering HA/HHCS documentation for funder program audits and overseeing team to prepare files and program-level documentation. Monitors monthly dashboard for file reviews to ensure each program’s compliance with adhering to file review process.
- Provides direct oversight to assigned Housing Program management staff and other key staff. Carries out supervisory responsibilities in accordance with contract requirements and the organization’s policies and values. Ensures program management staff is appropriately managing their direct reports, including providing professional development, maintaining healthy team culture, and implementing progressive discipline when necessary.
- Participates actively and as a leader in the HHCS Director meetings, HART Leadership meetings, manager meetings, and other groups as requested as a representative of the Initiative or Agency.
- Ensures adherences to the highest ethical standards are maintained.
· Approves salary determination for all non-management positions in portfolio. Collaborates with Program Manager on screening and interviewing Program Supervisor Position.

- Education and/or Experience: Bachelor’s Degree and six years of related experience, including three years of supervisory experience required.
- Language Skills: Excellent verbal and written communication skills. Ability to read and interpret contractual documents, budgets, and agency policies. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public. Excellent oral and written communication skills. Demonstrated competency in public speaking and strong interpersonal skills required.
- Computer Skills: Proficiency in Word, Excel, Outlook, and the Internet and a functional knowledge of Power Point.
- Other Qualifications: A valid driver’s license and access to a vehicle, for travel, is required. Displays knowledge of all housing, case management, and homelessness outcomes. Has a proven success rate of strategizing and meeting program goals and leading by example based on Heartland’s Philosophy of Care, Code of Ethics, 4Rs, and other documents outlining standards of practice.
