Washington County is currently hiring for IT Communications Network Analyst-Architect. This position provides technical expertise and team leadership for the County's Network team, including recommendations for equipment, lifecycle, roadmap, strategic vision, training, and project prioritization.

MINIMUM QUALIFICATIONS:
This position requires a Master's Degree in Information Technology or related field and six (6) years of installing, operating or maintaining communications network hardware or software and at least two (2) years of experience leading technical projects and/or teams; OR, a Bachelor's degree in Information Technology or related field and eight (8) years of installing, operating or maintaining communications network hardware or software and at least two (2) years of experience leading technical projects and/or teams; OR, an Associate degree in Information Technology or related field and ten (10) years of installing, operating or maintaining communications network hardware or software and at least two years of experience leading technical projects and/or teams; OR, an equivalent combination of education and job related work experience that totals twelve (12) years of installing, operating or maintaining communications network hardware or software and at least two (2) years of experience leading technical projects and/or teams.
DESIRABLE EXPERIENCE:
- Paid work experience designing, implementing, and managing secure network traffic, including monitoring for intrusion, threats, utilization, performance, and errors for more than 100 users.
- Paid work experience in a leadership role managing projects involving a technical team of 3 or more personnel for an organization of more than 100 users.
- Paid work experience forecasting, budgeting, researching, and recommending network and telecom equipment and connectivity for an organization of more than 100 users.
- Paid work experience configuring, implementing, and maintaining 3 or more firewalls for an organization of more than 100 users.
- Paid work experience designing, implementing, and maintaining a wireless network with 20 or more Wireless Access Points in an organization of more than 100 mobile users.
- Paid work experience implementing and maintaining VOIP/Telecom for more than 100 users/devices

The IT Communications Network Analyst Architect plans, designs and develops communications network infrastructure. Develops and implements network design and operation, policies and standards. Operates and maintains communications network facilities. Establishes and implements computer systems guidelines, procedures and standards to ensure availability, optimal performance, and security of systems hardware and software, evaluates system capacity and plans for systems development and expansion.

- Plans, designs and develops communications network infrastructure. Coordinates needs analysis; researches network hardware and software options: conducts simulations; assesses the quality, feasibility and business risk of proposed solutions; and makes recommendations concerning purchase of network hardware and software.
- Develops and implements communications network design and development, use, maintenance, customer support and security practices, policies, protocols and standards.
- Plans, organizes and guides teams involved in large and/or complex communications network planning, design and development projects. Directs and coordinates all aspects of the project.
- Coordinates the design, installation, configuration, testing, monitoring, maintenance and documentation of communications network software, hardware and related systems. Assists, trains, and coordinates technical staff in communications network systems operations.
- Coordinates network support activities. Solves the most complex network support problems; communicates with vendors as necessary.
- Analyzes and/or troubleshoots highly complex communications network hardware and software issues from senior management, network users and senior technical staff.
- Monitor, analyze, develop and implement response to problem trends;
- Evaluate system capacity; plan for the future system development and expansion and coordinate most critical internal systems with relevant external systems;
- Guides communications network analysts and other technical staff using specialized technical skills.
- Coordinates activities with other technical units and staff.
- Recommend hardware and software to meet business needs;
- Resolves the most complex systems support issues; communicates with vendor(s) as necessary;
- May serve as a project manager (defines scope, plans, organizes and directs project teams involved in large or complex systems hardware or software projects);
- May serve as a functional team coordinator (schedules, monitors, guides and participates in installing, configuring, analyzing, monitoring and maintaining systems software, hardware and related applications systems).

WORK ENVIRONMENT
The work will involve remaining in a stationary position for extended periods of time, although the incumbent will need to move about inside the office to access files or equipment from time to time, and may occasionally need to travel to other sites to perform work or interact with other professionals. The ability to operate and interact with computers or other office equipment, via keyboard, mouse, touch screen, or other Human Interface Device (HID) is required. The incumbent will be exposed to noise and a regular flow of people around an office environment, assigned to changing priorities and occasionally required to work outside of typical business hours to meet project deadlines, or be available on an on-call basis for special projects or to provide support. The incumbent may occasionally need to move or transport moderately heavy objects, such as computer equipment and peripheral, unbox, install, inspect, troubleshoot and repair computer equipment, position themselves to inspect and maintain computer equipment under desks, beneath raised flooring, above suspended ceiling, in data closets, cabling channels/trees, or equipment racks.
