Job Description

POSITION PURPOSE:

The Records Compliance Lead is responsible for overseeing staff that perform a variety of tasks for the Content and Records Management (CRM) organization. Ensure that CRM staff are cognizant of applicable site procedures and ensure adherence to site and quality standards. Records Compliance leads should have an advanced understanding of National Archives and Records Administration (NARA) principles in support of the Hanford Site Records Management program. They should have an advanced understanding for Hanford Site electronic and physical repositories to ensure all record products are handled and in compliance with the highest standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Oversee the staff and interface with CRM Management to keep management abreast of all activities. They oversee the processes for each contractor's records processes and compliance requirements, and interface with the contractor customers to ensure the program is functioning at the highest possible level.

  • DCRM Leads are responsible for the following:
    • In-depth understanding of Site record processes.
    • Ensure compliance with all site records requirements.
    • Provide oversight and ability to perform:
    • General Record Compliance Responsibilities
    • Litigation, Freedom of Information Act, and Privacy Act support
    • In-depth Audit Support
  • Train and monitor the performance of staff.
  • Develop, revise and train staff on desk instructions and CRM processes
  • Provide interface for Site customers.
  • Develop and track metrics including monitor staff production.
  • Contribute to the development of contract deliverables.
  • Lead or provide support for Records Management Assessment
  • Lead or provide support for Records Management Projects
  • Complete any other DCRM tasks assigned by management.
  • Possess in-depth understanding of records systems used to support the Hanford site Records program:
    • Document Management and Control System (DMCS)
    • Smart Plant Foundation (SPF)
    • Hanford Document Numbering System (HDNS)
    • Integrated Document Management System (IDMS)
    • SQL Database

QUALIFICATIONS REQUIRED:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Required Skills:

  • Bachelor degree in a related field or equivalent combination of education and experience.
  • Five years of leadership experience.
  • Five to ten years of Records Management Experience
  • Well versed in Hanford records management programs.
  • Demonstrated understanding of records management lifecycle concepts and application.
  • Demonstrated understanding of NARA requirements.
  • Must possess the ability to understand, interpret and implement DOE Orders, Federal law and regulatory requirements, and Site procedures.
  • Excellent communications skills, working with all levels of management.
  • Excellent problem-solving skills

Skills and Abilities:

  • Highly organized and detail oriented with strong follow-up skills to manage large volumes of documentation.
  • Ability to analyze complex sets of data and information.
  • Lead teams cross-organizational teams.
  • Work independently or as a member of the team.

Desirable Skills:

  • 5+ years' experience working with an electronic document management system.
  • 5+ years' experience managing physical and electronic documents and/or records.
  • NARA Records Management Certification
  • OpenText Certifications
  • Be a current holder of a DOE "Q" clearance or have the ability to obtain a clearance.

Special Requirements:

  • Must pass pre-employment background check
  • Must pass pre-employment drug screening
  • Applicants are required to have REAL ID ACT compliant documentation at time of hire and nothing on record that would prohibit you from gaining access to Department of Energy sites
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site

PHYSICAL DEMANDS:

This position is primarily sedentary in nature. The work involves sitting most of the time, but may involve walking or standing for brief periods of time. The work may involve exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body.

WORKING ENVIRONMENT:

Works mainly in typical office environment. The noise level in the work environment is usually quiet.
