Compliance Specialist III Job at Innovative Emergency Mgmt
Position Summary:
IEM is looking for a Full Time – Compliance Specialist III. Under general supervision from the Program Manager, to develop and monitor centralized procurement and contract administration compliance processes; and small business participation in the procurement/solicitation process. The incumbent may be called upon to provide support and assistance to address issues and concerns outside areas of assignment. The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.
Primary Location:
- Candidate must live a commutable distance to San Juan, PR
- This is an in-office role and candidates must be willing to commute to the office.
Essential Functions:
- Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities.
- Create effective monitoring tools to ensure compliance of procurement and contract administration processes.
- Conduct reviews for all procurements prior to award of contracts for compliance requirements.
- Provides high-level technical/administrative guidance on work requirements and methods.
- Periodically review documents relevant to the procurement of all supplies, equipment, and services for LUMA and ensures compliance in accordance with the Procurement Manual, as well as applicable local, federal, and state laws.
- Establishes bid standards and prepares procurement documents to publicly solicit bids and contracts for the purchase and/or lease of materials and services.
- Manages the preparation of solicitation documents and offers.
- Conducts (or manages the process for) the evaluations of proposals, offers and bids in accordance with internal policy and external local, state, and federal regulations while selecting the best supplier in accordance with solicitation requirements.
- Assures all invoices are audited for compliance with contract terms and supervises contract closeout.
- Responsible for ensuring records are maintained and procurements are documented from origination through completion.
- Maintains complete record of authority contracts for goods and services.
- Writes and reviews action items going before the Board of Directors on solicitations, contract awards and modifications.
- Makes recommendations on policies and procedures as needed to ensure the success and compliance of all procurement related activities.
Minimum Qualifications:
- A completed Bachelor's degree from an accredited college or university in acquisitions, purchasing/supply management, accounting, finance, business or public administration, legal or closely related field.
- Five (5) years of full-time purchasing experience including formal bidding, contract development, negotiations, and appeals, procurement compliance, reviewing policies and procedures to ensure compliance with local, state, and federal rules and regulations.
- Substitution: A Master's degree from an accredited institution in a qualifying field may substitute for two (2) years of the required experience.
Preferred Qualifications:
- Familiarity with contract management and with the entire process of requests for proposals is highly desirable. Experience in a public organization is recommended.
- Seven (7) years of progressively responsible experience in developing and administering contracts and procuring goods and supplies is suggested.
- An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered
