WHO ARE WE LOOKING FOR?
We are looking for multi-taskers who are able to work independently and as part of a team. Our ideal candidate is someone with an analytical mind and excellent communication skills who can develop and apply methods to identify, collect, process, organize, and analyze structured and unstructured data using statistical prediction, inference, and optimization; and effectively communicate results to County, departmental, and divisional decision makers to support data-driven program design and management.
Essential Job Functions
WHAT WILL I DO AS A DATA SCIENTIST?
- Maintain and analyze County, departmental, or divisional data assets by collaborating with other department subject matter experts and relevant data sources to understand, identify, and select data sources for use cases; soliciting, defining and managing data science projects from conception through implementation; identifying and developing statements of business problems in order to support data-driven program design and management, as well as ensure data science projects meet business needs.
Perform data management by developing data pipelines; working with IT data engineers and architects to develop and maintain large-scale databases that meet high standards for completeness, accuracy, and utility, and work with them on performing quality control checks as needed; Hybrid Transaction Analytical Process (H-TAP)) of data; working with Information Technology organization to support collection, integration, and retention requirements for data in order to ensure good quality data for analysis.
Conduct advanced analytical studies by assisting in the design and planning of data collection as needed; collaborating with business managers and domain experts; selecting and deploying appropriate predictive and prescriptive analytical techniques; and interpreting findings in order to ensure that findings are actionable and support data-driven program, policy, and operational decision-making.
Develop technical reports, dashboards, data briefs, white papers, publications, reports, and other advanced data visualization products by computer scripting languages, domain-specific languages and/or programming languages to digest, interpret, prepare, analyze, summarize, and visualize data; conveying findings and conclusions orally, in writing, visually, and in presentations; creating and monitoring performance of automated-detection systems; and developing interactive tools in order to communicate findings to targeted and/or a wide range of audiences.
Recommend changes to processes and tools resulting from analysis by collaborating with various functional teams; recommending ongoing improvements to methods and algorithms; implementing enhancements to existing systems, recommending alternative systems, and assisting in developing and implementing new data engineering, data modeling, and data science solutions as appropriate; and documenting tools and systems in order to strengthen divisional and departmental analytic capacity.
Implement data science best practices by accessing ongoing training and professional development opportunities; maintaining familiarity with current industry and academic research; participating in research and development; retaining fidelity to best practices identified through the analysis; in order to apply the latest and most useful statistical learning techniques to help extract patterns and trends from data.
Provide technical guidance to analysts by providing training and support; developing and maintaining expertise in programming languages, packages, and other software tools; ensuring that section products and services continue to perform as desired over time and directing updates and modifications to these as necessary; and ensuring sound quality of code and programming logic generated in order to ensure accuracy, completeness, and compliance with business needs.
Develop relationships with local academic data science programs by attending job fairs; making presentations; responding to inquiries of interest in order to foster recruitment of interns or analysts.
Requirements
SELECTION REQUIREMENTS:
Two (2) years of experience applying machine learning, predictive analytics, data management, and hypothesis-driven data analysis to produce actionable recommendations to support data-driven program, policy, and operational decision-making.

PHYSICAL EXPECTATIONS:
This class includes positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
ENDORSEMENT OF COUNTY QUALIFICATIONS:
County employees who wish to meet the requirements using out-of-class experience must provide official documentation such as an additional responsibility bonus, out-of-class bonus, temporary assignment bonus, or reclassification study from CEO Classification with your application at the time of filing or within seven (7) calendar days from the last day of filing. Employees do not need to submit such verification if they hold or have held a position deemed to be at the appropriate level. Out-of-class duties should be accurately described in the application work history, and questionable experience will be verified through the departmental HR Manager when necessary.

Candidates may be invited to participate in both Part I and II. However, only those that achieve a passing score of 70% or higher in Part I, will have Part II scored.

These assessments fall under Civil Service Rule 7.19, which means you are not able to review the questions or your responses once you have completed the assessment.
TRANSFER OF EXAMINATION COMPONENTS:
- Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
- This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.

ELIGIBILITY INFORMATION:
The names of candidates receiving a passing score in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
