Marin County, California
Marin County with a population of 250,000 residents is located immediately north of San Francisco over the Golden Gate Bridge. Marin County is minutes from downtown San Francisco and the Napa and Sonoma wine country. Its mild year-round climate makes it one of the most enjoyable regions in the country. Marin’s beauty includes picturesque waterfront and hillside homes of Sausalito and Tiburon, quaint main streets in Larkspur, San Anselmo and Mill Valley, impressive lagoon and view homes in Belvedere, and ranches and horse trails in West Marin and Novato. Surrounded by water on three sides, it has hundreds of miles of woodland trails, forested mountains, extensive coastline and boasts such well-known destinations as Muir Woods, Point Reyes National Seashore, and the Marin Headlands. The land area is 521 square miles, of which 84% is in agricultural and open space. Marin has a wide variety of residential communities, modern shopping and strong high tech and service industries.
While Marin County has one of the highest per capita incomes of any county in the United States, housing within the county is no longer affordable for many low- and moderate-income residents. Households that work full time at low-wage jobs find it difficult to secure affordable housing. The Marin Housing Authority is actively engaged in strengthening the region’s housing safety net.
The Marin Housing Authority
Established in 1942 under the California Housing Authorities Law, Marin Housing is governed locally by a Commission that consists of seven members – the five elected members of the County Board of Supervisors and two public housing tenants. Its mission is to assist low- and moderate-income residents of Marin to secure and maintain high quality affordable housing. We employ 45 people with a budget of $36 million. Over 90% of revenues are from federal funds. The Authority has jurisdiction in all the unincorporated areas of the County and in 10 local towns/cities. Marin Housing has a reputation of stability, diversity and innovation and has been the recipient of many awards over the years. Marin Housing maintains the largest holding of rental and deed-restricted ownership housing in Marin County.
The Marin Housing Portfolio
Marin Housing owns and manages 600 units of public and locally developed housing, including a 300-unit general occupancy family complex in Marin City, six complexes designated for elderly and disabled persons, two complexes funded by the State, and a development funded through private funds. It administers 2,150 units of Section 8 Housing Choice Vouchers through private owners, and offers a variety of homeownership programs including Residential Rehabilitation Loans, Below Market Rate Sales, and Section 8 Homeownership. In addition, Marin Housing offers an array of enriched supportive services programs that includes Family Self-Sufficiency in both family and senior/disabled housing, Shelter Plus Care, HOPWA, supportive services for homeless and disabled persons. It has sponsored many tax-exempt single-family and multifamily issuances in cooperation with local non-profit corporations and developers.
Marin Housing was recently designated a Standard Performer under the HUD Public Housing Assessment Management System (PHMAP) and a High Performer for Section 8 Housing Choice Voucher Program (SEMAP). The public housing stock was constructed in 1940 through 1970. The family public housing complex has been designated as a historic district in 2017 by the State Historic Preservation Office. Several complexes have received design awards but have significant deferred maintenance needs. The agency currently faces a long-term fiscal challenge to be financially sustainable given recent changes in HUD reimbursement formulas. Finally, Marin Housing has a tradition of collaboration with partners in local government, landlords, tenants, and other service providers.
The Deputy Director
Under the general administrative direction of the Executive Director. The Deputy Director works closely with Executive Director in administering all agency services and activities including Administrative and financial services, Housing Choice Voucher programs, public housing management, development, financing and acquisition, and resident initiative services.
Essential duties and responsibilities include, but may not be limited to:
* Serving as a member of the Authority’s Leadership team in developing long term strategic goals and operational plans for organization.
* Supervision the work of management and other professional staff. Analyzing staff performance, grievance procedures, and providing in-service training as may be required.
* Interpreting and making decisions on the application of government policy changes. Setting policy and developing and implementing internal procedures that assure uniform compliance with all federal and state laws, regulations, policies and procedures.
* Establishing and maintaining relationships with other housing authorities and other support service delivery agencies.
* Evaluating existing programs and implementing new programs.
* Coordinating with the CFO to develop annual financial and programmatic plans and monitoring and evaluating for effectiveness.
* Preparing written and verbal reports to present to the Board of Commissioners and other community groups.
* Representing Marin Housing with other state and local agencies, as well as working with national industry.
Challenges and Opportunities
The expertise, energy and commitment of the new Deputy Director will be required to help address the following challenges:
· Long-term financial viability. Sustaining and adapting core programs in a changing environment as budget cuts and program changes loom at both the State and federal level. Costs associated with workers’ compensation, insurance and medical benefits continue to escalate. Marin Housing looks to maintain and increase its level of housing vouchers, consider alternative options for public housing units and seek new development opportunities to expand affordable housing in the County.
· Asset Management and Capital Planning. Ongoing capital improvement planning and maintenance of multimillion dollars worth of quality but aging real estate. The Agency needs to change operations to reach a long-term balanced budget at the same time it addresses its long-term capital needs.
· Federal Regulations. The federal government is changing the way housing authorities need to operate. The Deputy Director will need to work effectively with the Executive Director to address a variety of complicated issues, polices and procedures, and new program development.
· Resident Services and Involvement. The agency has a long tradition of resident involvement in operations and in policy development with a Resident Council and Resident Advisory Board. In collaboration with the Executive Director expand upon the robust supportive housing service programs for extremely low and low income families and individuals.
· HUD Performance Rating. The Marin Housing Authority looks to obtain “High Performer” status under both the HUD Public Housing Assessment Management system and the Section 8 Housing Choice Voucher Program (SEMAP).

This person should be organized, be able to perform under pressure, take initiative, and be open to innovation and new ideas. They should be an agent for positive change, collaboration with a team orientation, and have the ability to see a vision for the future and anticipate issues and potential problems. This person should be proactive and flexible and be able to meet the high expectations of the community.
Qualifications
A Bachelor’s degree in a highly relevant field and at least five years of increasingly responsible management experience in public housing or a related field is required. Candidates should have a strong understanding of government policies, procedures, and operations.

Compensation
Salary Range: $116,328.24-$148,467.58
Placement in the salary range is dependent on qualifications

Background Investigation
