Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Director, Impact & Measurement, for a full time position in a hybrid work environment, in Baltimore, Maryland. This position reports to the Vice President, Accountability and is responsible for managing and overseeing the work of the BHSB data team in the development and advancement of infrastructure management, analysis and facilitating focused conversations about data and performance. BHSB is an anti-racist organization working to assure that behavioral health services are accessible, effective, and advance equity in Baltimore City. The position is part of the organization’s leadership team and will be the point person for keeping BHSB focused on achieving the goal of strategically investing funds in ways that advance BHSB’s mission and equity within community by conducting formal and informal data analyses within specific timelines. The ideal candidate is experienced in leveraging the full functionality and power of an integrated data collection system for organizational intelligence and impact management purposes. The incumbent will show a strong commitment to BHSB’s mission and vision, and a drive to always bring the conversation back to outcomes. A strong commitment to diversity, equity, and inclusion, in addition to BHSB’s Antiracism Organizational Framework is also required.

This position works within the Accountability department, partnering collaboratively with a variety of staff, advocates, consumers, families, provider organizations and policymakers to support high-quality behavioral health and wellness services in Baltimore City. The purpose of this department is to systematically audit and evaluate the compliance of behavioral health providers, in addition to assessing the impact of these services on outcomes for consumers. This work is fostered through the provision of oversight and support for providers in a variety of ways, including training and technical assistance, compliance audits, residential program inspections, and Consumer Quality Reports (CQT). The team also manages investigations associated with complaints and critical incidents. The team collaborates with providers, city and state agencies, and other system partners to promote data-driven and innovative continuous quality improvement opportunities.

Essential Functions:

Strategy Development and Management

  • Manage a set of activities to help BHSB accomplish its learning and evaluation objectives, by:
    • Developing a Measurement and Impact Workplan for BHSB.
    • Coordinating with department leads/liaisons to accomplish deliverables.
    • Documenting results and findings by using an assortment of tools for internal and external communication.
  • Create new metrics where needed to align with key population level outcomes both within and across programs.
  • Support the development of innovative opportunities/spaces and protocols for learning across teams.
  • Provide coaching support to staff on measurement, evaluation, impact, and learning.
  • Create strategic partnerships both internally and externally to:
    • Convene contributors for regular evidence-driven, action-oriented conversations about impact and progress.
    • Continuously clarify and manage the results to which BHSB is holding itself accountable to achieve, internally referred to as our Theory of Change.
    • Lead a range of activities including data analysis and program codification to support continuous improvement, evaluation planning, and cross-organizational learning.

Systems Development and Management

  • Responsibility for the build, integration, and adoption or expansion of a comprehensive data management information system.
  • Ensure that the system uniformly collects data that supports the advancement of key learning agenda questions, participant measures of progress, and other critical evidence building priorities.
  • Oversee the development and maintenance of the performance, maintenance, synchronization, security, and accessibility of all database systems

Impact Measurement and Data Analysis

  • Oversee data analysis initiatives across BHSB programs and activities.
  • Supervise data team staff in designing and executing data analyses and work assigned.
  • Provide guidance to cross-organization work and program-specific staff on data impact and measurement approaches and practices.
  • Oversee and ensure methodological rigor in the execution of data analyses.
  • Promote and execute a wide range of descriptive and inferential statistical analyses of program and activity data designed to produce actionable findings and advance the BHSB learning agenda.
  • Oversee the preparation of summaries and visualizations for internal and external communication.

Impact Measurement and Learning

  • Facilitate consistent engagement with the Executive Team and key leaders across BHSB to review progress, success, and challenges in the implementation of BHSB’s priority practice areas and overall outcome goals.
  • Lead preparation and follow-up for shareholder conversations on behalf of the CEO and President, ensuring that participants have the evidence and analysis needed to understand progress and make actionable decisions.
  • Lead and support a cross-section of partners (internal and external) with high-quality analyses to demonstrate impact for BHSB’s programs and activities.

Change Management and Innovation Forecasting

  • Contribute to the organization’s diversity, equity, and inclusion (DEI), and Antiracism efforts.
  • Preparation for and prediction of change in the system and the work.
  • Examine the intersection of this work with the work of other teams across BHSB and associated implications, as well as supporting development of shared understandings and agreements of data and outcomes.
  • Identify opportunities to collaborate directly with community as appropriate and in collaboration with other staff as needed.
  • Build strong relationships across the organization to foster effective collaboration.

  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI accessed by any employee on the team and will follow all of BHSB’s policies and procedures related to the Health Insurance Portability and Accountability Act (HIPAA).
  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities:

  • Master’s degree in social science, public administration, sociology, public policy, public health, or related field.
  • 5+ years of experience enhanced by learning in a performance measurement, data collection and data analysis (quantitative and qualitative) work environment, in a nonprofit, public agency, or similar.
  • Evidence of considerable experience working with indigenous communities in a strength based, equitable manner.
  • High level project management experience with planning, managing, and executing projects and the ability to work on multiple projects independently and collaboratively to achieve objectives.
  • 5+ years' experience in identifying and solving problems collaboratively with leaders across an organization, synthesizing insights from qualitative and quantitative evidence.
  • Excellent oral and written communication skills, including the ability to communicate findings from data analyses and evaluations to non-technical audiences.
  • Excellent facilitation skills in a strength based, equitable environment.
  • Excellent interpersonal skills, including demonstrated ability to build trust and credibility with a cross-section of contributors.
  • Experience working with data collected and managed in the service of equity.
  • Clear knowledge of structuring data files for different purposes, including analysis, visualization, creating codebooks, and quality checks, etc.
  • Experience with data analysis (any preferences recommended for statistics), a basic understanding of SQL (Structured Query Languages) and advanced spreadsheet skills, including statistical and analytic functions.
  • Experience building effective data visualizations to explore hypotheses, monitor performance metrics, and present key analytic findings.
  • Experience with business intelligence applications, such as Tableau and Power BI.
  • Ability to interact in a virtual environment
  • Proficient using Microsoft Office Suite Word, Outlook, PowerPoint, Excel, and statistical packages such as SAS and SPSS.

Supervisory Requirements: This position supervises three Data team members.

This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 25% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

COVID-19 considerations: BHSB receives federal funding for services and is therefore subject to Executive Order 14042. We require all new hires to be fully vaccinated against COVID-19, subject to a verifiable medical and religious exemptions which does not cause undue hardship in protecting those we serve and fellow employees.
