DEFINITION
To administer the fiscal operations of the Human Services departments and related funded programs; to provide other fiscal/technical assistance as needed to programs and grants within the categorical services of the Human Services departments (Mental Health and Developmental Services, Children, Youth and Family Services, Substance Abuse Services, Older Adult Services, and Community Support Services); to provide both formal and technical supervision for a cross-categorical group of Fiscal Operations Officers and other departmental fiscal staff; and to assure compliance with all applicable policies, procedures and regulations.
SUPERVISION EXERCISED
Provides both formal and technical supervision to categorical Human Services fiscal staff.
SUPERVISION RECEIVED
Receives occasional instruction and supervision from the Human Services Administrator and the County Fiscal Administrator in regard to daily work duties.
ESSENTIAL FUNCTIONS OF JOB
1. Coordinates and supervises staff in carrying out all aspects of the Human Services Fiscal Department including, but not limited to accounts receivable and billing, accounts payable, payroll, and journal entries.
2. Reviews and monitors program budgets, receipts, expenditures, other department financial data, and reports anomalies.
3. Ensures that all program budgets are done consistent with regulations governing the use of those funds.
4. Manages all aspects of the cost allocation to ensure that funds are used in the most feasible manner including but not limited to payroll allocation and system- wide expense allocations.
5. Directs the preparation and review of monthly, quarterly, and annual financial reports as required by federal, state, and local agencies for accuracy and ensures that reports tie to the general ledger.
6. Reviews balance sheets semi-annually to ensure accuracy and verifies that supporting documentation for balances exists.
7. Provides technical assistance to staff with regard to general accounting procedures and software issues encountered in the financial accounting software or other required software.
8. Prepares and assists staff with preparing audit information required by providers, County auditors, independent auditors, or regulatory auditors or monitors.
9. Assists with the budget preparation by categorical department and supervises the Budget Analyst and Fiscal Officers in compilation of the budgets.
10. Assists in the preparation of all contracts between Venango County Human Services and service providers as well as any necessary contract amendments.
11. Aids providers with questions regarding compliance with the Uniform Guidance Requirements.
12. Ensures that all sub-recipients of federal funds receive the required information per the uniformed guidance and ensures that all federal award notification letters are sent annually.
13. In collaboration with Program Directors and Program Specialists, directs the fiscal components of the sub-recipient to include:
a. On site fiscal review of all sub-recipients on a periodic basis.
b. Review and analyze actual expenditure reports from sub-recipients as needed.
c. Review sub-recipient cost reports as required by the Office of Development Programs.
d. Manage the review and tracking of provider audits.
e. Manage the notification of federal awards to sub-recipients.
14. Keeps current on information and regulations pertaining to Human Services fiscal policies and procedures and instructs others of same.
15. Assists in the preparation of required reports for state and local offices as needed including but not limited to the Block Grant Reporting.
16. Performs various accounting functions as needed.
17. Provides formal and technical supervision/oversight for all fiscal personnel and confers with the Human Services Administrator and/or County Fiscal Administrator on personnel issues including annual performance evaluations.
18. Works very closely with the County Fiscal Administrator and acts as the direct interface between the Human Services Fiscal Department and County Fiscal Department.
19. Maintains accurate and updated accounting and statistical information as needed.
20. Acquires in-depth technical and regulatory knowledge of all aspects of the Human Services Fiscal Department in order to act as back-up in case of departmental emergency.
21. Manages all billing functions associated with funding streams, ensures propriety of billing and monitors proper posting of the resulting financial statement entries.
22. Provides technical assistance to providers with billing issues as necessary.
23. Works with the County Finance Director to ensure segregation of duties among all Human Services Fiscal positions and any support programs including but not limited to the Representative Payee function.
24. Fosters a work atmosphere including teamwork, continued learning, and open communication of facts among all Human Services Fiscal Staff.

9. Must possess ability to delegate work to subordinates and to monitor same.
10. Must possess excellent math and accounting skills including advanced knowledge of principles and practices of governmental accounting as well as the ability to prepare accurate and detailed financial reports and budgets; must also be able to interpret same.
11. Must possess excellent organizational skills and ability to perform several duties simultaneously.
12. Must possess ability to monitor accurate and precise details, records, and files in order to produce required financial documents.
13. Must possess some knowledge of government policies, procedures and regulations.
QUALIFICATIONS
A. EDUCATION/TRAINING
A Bachelor’s Degree in Accounting is required.
B. WORK EXPERIENCE
Five years of professional accounting, auditing, and/or budgetary experience including two years of supervisory experience is required.
C. CLEARANCES
- Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results. Clearances must be renewed every three years.
- Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”
- Must successfully complete pre-employment drug screening.
