The Virginia Employment Commission (VEC) is seeking a well-qualified Disabled Veteran Outreach Program ( DVOP ) Specialist to join our team in our Norton office, and be an ally in assisting Virginia’s employed and unemployed veterans and disabled veterans who are currently in – or who are seeking to join – the workforce.

This position is within our Workforce Services (WS) Division, which provides services to workers including job referral and placement, referral to training, and job search skill building activities through our field and regional offices located across the Commonwealth. VEC staff also assist employers by screening and referring applicants for job vacancies, providing critical labor market information for businesses and economic planning, coordinating Employer Advisory Committee activities, and other employment program services and support.

As a DVOP in this integral position within the Veterans Program, you will be in contact with the veteran population as well as other One-Stop staff throughout the statewide system. The DVOP is not assigned to specific teams within the One-Stop, but will work collaboratively with designated staff and are assigned an area of responsibility based on targeted veteran populations and the location and numbers of employers and federal contractors. The DVOP will focus on promoting the Veterans Program and obtaining suitable employment for eligible veterans in a variety of ways, such as:
  • Assist unemployed and employed disabled veterans, special disabled veterans and other eligible persons (e.g., spouses) who seek Virginia Employment Commission (VEC) services to overcome significant barriers to employment (SBE) as defined in the most current Veteran Program Letter (VPL) issued by the Department of Labor (DOL) and obtain suitable employment.
  • Provide intensive services to veterans identified with SBEs.
  • Address employment needs and facilitate placement into a suitable position.
  • Make personal visits to meet with clients and employers.
  • Conduct interviews and offer an array of services.
  • Network and develop relationships with community providers to locate and assist veterans who would otherwise not be able to access a One-Stop facility ( those in homeless shelters, VA Hospitals, Veterans’ Centers, half-way houses, or other community-based facilities).
  • Perform and document a comprehensive assessment of the needs of the veteran and potential services.
  • Develop and execute an Individualized Employment Plan (IEP), which will be used to identify and achieve employment goals and objectives.
  • Conduct group and/or individual counseling and career planning sessions and offer short-term prevocational services (e.g., developing learning, communication, interviewing, and personal maintenance skills).
  • Provide case management services to clients and Chapter 31 referrals.
  • Perform outreach services to identify, promote and provide VEC employment and training services to veterans and organizations.
  • Work collaboratively with other partners in outstations and the community to provide intensive services and provide counseling and referrals to other resources and service providers.
  • Collect and enter data into automated system.
  • Conduct training and interviews, prepare reports and training materials, maintain files, and respond to inquiries.

This position is physically located in and reports to the Norton office. Effective July 5, 2022, in accordance with the Governor of Virginia and pre-pandemic policies, Virginia State Employees will return to the physical workplace. Minimum Qualifications
At a minimum, the qualified candidate will possess:

Knowledge of career counseling, interviewing, and job placement principles and techniques as well as community resources, counseling services, and social programs including veteran issues and services.

Strong customer service, case management, and computer skills (Microsoft Office Professional or comparable software programs) related to word processing, data entry, Internet research, reporting and tracking, and presentation design.

Ability to communicate effectively both orally and in writing (conducting interviews and training, exchanging information with clients and employers, and preparing reports and training materials).

Assessing and matching client skills to open positions.

Working with clients in crisis (e.g., homeless, jobless or significantly lacking employable skills) to enhance employable skills.

Ability to motivate clients to achieve established goals and objectives.

Ability to work independently, and to remain objective, non-judgmental, and focused.

Ability to meet deadlines, prepare and manage file documentation, and apply agency program standards and procedures.

Preferred Qualifications
In addition, preferred candidates will have:

A Bachelors or higher level Degree in Human Resources, Business or Public Administration, Counseling, Psychology, Social Work or related experience working with agency programs, veteran’s affairs and field, or an equivalent combination of experience and training.
