Job description
ESG, a division of Cooper Natural Resources is seeking an Environmental, Health Safety professional. The incumbent will initiate and maintain the company’s regulatory compliance with the whole body of Environmental, Health and Safety laws and regulations that pertain to a transportation and oil-field supply groups engaged in rail-transfer, truck transport and the delivery of acid and other bulk commodities. This position will report directly to the President/General Manager ESG Group.
Principal Responsibilities:
Works regularly with the following entities in the capacity of: compliance audits and inspections, employee and new-hire training, drug testing, drafting response plans and conducting periodic and annual drills, accident/incident investigations, “close-call” reports, record keeping, annual reporting, etc. Expert in DOT required.
· Federal, OSHA: The 14 elements of Process Safety Management (PSM) and the General Industry Regulations of 29 CFR, 1910
· Federal, EPA, Risk Management Plan
· Federal, EPA, Spill, Prevention, Control and Countermeasures (SPCC) Plan
· Federal, EPA, Emergency Planning & Community Right to Know Act (EPCRA)
· Federal, EPA, Comprehensive Emergency Response, Compensation and Liability Act (CERCLA)
· Federal, U.S. Department of Transportation (DOT) Regulations
· Texas Commission on Environmental Quality: Air Quality, Waste Water, Storm Water and Solid Waste (permits all) and the Pollution Prevention (P2) Plan
· Texas Department of Health – Worker Right-to-Know (e.g., MSDS program and employee training) and TIER II annual reports
· Texas Railroad Commission: Underground Injection Control (UIC) Regulations
· Local doctors, hospitals and emergency responders
· Contractors providing insurance coverage and other EHS services to CNR
DAILY DUTIES (Minimum)
· Inventory of all PPE and inspection of safety gear.
· Observe one or more jobs for safety procedure adherence.
· Continued adherence and update of all PSM requirements.
· Preparation of weekly safety training topics.
· Diligent appearance and effort toward a Safety Cultured Environment.
MEASUREMENT(S) OF SUCCESS
The benchmark of success will be the achievement of the General Duty Clause of OSHA’s General Industry Regulations, 1910 of 29 CFR, whereby all CNR employees are assured of “safe and healthful” working conditions. By extension, the spirit of the General Duty Clause would be applicable to the protection of the general public, the company’s suppliers and customers and, of course, the protection of the physical environment and environs of everywhere that the company conducts business.
Additionally, other criteria would be: no reportable environmental incidents and achievement of a low accident rate per the OSHA Form 300 as compared with other companies in similar SIC and NAIC classifications.
ON CALL DUTIES
This position is subject to being called out for after-hours accidents or environmental releases. In the event of an accident, duties would include supervising the evacuation of the injured, going to the hospital and being a liaison with the family, conducting an accident investigation and submitting reports were applicable.
EDUCATIONAL REQUIREMENTS
A (4) four-year Bachelor's degree is required. Candidate would be expected to have an OSHA and DOT experience. Further, the writing and editing of manuals and procedures is a routine duty of this position.
Job Type: Full-time
Pay: $85,000.00 - $95,000.00 per year
