Environmental Analyst/Engineer, Economic Planning Job at NYISO
The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. The NYISO’s Economic Planning department invites applications for a full-time Environmental Analyst/Engineer.
The Environmental Analyst/Engineer will work across several NYISO departments to provide expertise on dynamic and evolving environmental topics. This position is part of the Economic Planning team and will contribute to modelling and simulation development for studies such as the System & Resource Outlook. In addition, this position will interface with departments outside of the planning department to inform and collaborate on environmental topics related to the New York power system.
In this position the Environmental Analyst/Engineer will:
- Conduct timely review and guide adoption of federal and New York State renewable energy and emissions reduction energy policies, such as Climate Leadership & Community Protection Act (CLCPA), the Regional Greenhouse Gas Initiative (RGGI), and Cross-State Air Pollution Rule (CSAPR). Responsibilities include:
- Research positions, policies or plans targeted to provide market and/or operational solutions of environmental issues, define limitations or assess pending legislation.
- Perform data analysis and visualizations using software packages such as Excel, Python, MATLAB, R, Tableau, SAS, and/or PowerBI.
- Develop and maintain databases for computer models and applications such as tracking pertinent information about the level of emission control technology, Clean Energy Standard, and the growth of wind/solar integration to help inform input assumptions and output benchmarking to our planning studies.
- Provide broad-based environmental engineering support across the NYISO departments regarding application of current and pending environmental policies and standards as they influence the operation of power generation and transmission facilities in New York State from a facility-level and up to a complete system perspective.
- Participate in System & Resource Planning studies, including the NYISO’s System & Resource Outlook, Reliability Needs Assessment, and Comprehensive Reliability Plan.
- Communicate and collaborate with the Department of Environmental Conservation (DEC) and other external entities, including representing the NYISO on industry committees, task forces, or stakeholder groups involving issues related to environmental or policy.
- Leverage writing skills to clearly document and communicate technical study work through email, papers, presentations, and reports.
- Mentor and train engineers and analysts on methods and tools utilized in Economic Planning technical analyses.
- Develop novel and unique technical methods to approach increasingly complex challenges associated with adapting the existing power system and power markets to accommodate renewable energy adoption.
Job Requirements:
- Bachelor’s Degree (BS) in Engineering, Economics, Mathematics, or Applied Science required. Advanced degrees, course studies, or research in environmental engineering or environmental policy is highly desired.
- Two years of industry or related professional experience desired. Experience in plant emissions controls and monitoring equipment or design/implementation of environmental controls and renewable technologies and grid integration; or equivalent combination of education, training, and experience.
- Proficient experience with analytical software such as Python, Matlab, Excel, Python, MATLAB, R, Tableau, SAS, VBA, SQL and/or PowerBI software packages.
- Desirable modelling and software experience/proficiencies include:
- Familiarity with data modeling, simulation and analysis with production cost tools (e.g. MAPS, Plexos, Aurora, UPLAN, GridView, PROMOD, Enelytix Power System Optimizer (PSO), DAYZER, PROBE, etc) considered favorably;
- Familiarity with long-term generation capacity and transmission expansion optimization models such as PLEXOS, AURORA, UPLAN, National Energy Modeling System (NEMS), Regional Energy Deployment System (ReEDS), Integrated Planning Model (IPM), Haiku, Market Allocation (MARKAL), RESOLVE, etc considered favorably;
- Desirable industry experience/proficiencies include:
- Familiarity with power system planning, operations, or market design
- Familiarity with NERC, FERC requirements and regional reliability organizations such as NPCC or the NYSRC and experience with ISO/RTO market rules
- Familiarity with environmental and/or energy regulations as applied to fossil fuel fired generation
- Familiarity with technology and integration of renewable energy systems
- Understanding of concept of technological advances that provide lower emissions dispatchable generation technology and distributed and demand side opportunities.
- Candidates who possess Associate level (less than 2 years of experience) or Senior level (five years of experience) skills and qualifications are also encouraged to apply.
