Housing Code Enforcement Officer Job at Department of Buildings
This position is located in the Department of Building (DOB). The mission of the District of Columbia Department of Buildings is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement. The purpose of this position is to manage and supervise the Property Maintenance and Proactive Inspections Divisions in the Office of Residential Inspections. Incumbent provides overall leadership and direction over program activities; ensures compliance with and enforcement of the Property Maintenance and Proactive Inspection standards and codes through the conduct of routine inspections and responses to public and tenant complaints and informs public on housing standards, codes, division policies, procedures, and other related housing matters. Incumbent is recognized as an authority on the District’s Rent Control Laws, Housing Regulations and related codes, 12 G DCMR and the 2015 International Property Maintenance Code (IPMC).
Duties and Responsibilities
The incumbent of this position manages and supervises the staff assigned to the Rental Housing Inspection Program in the Office of Residential Inspections. Provides advice and technical guidance to the subordinate staff. Coordinates the enforcement activities of the administration, establishing overall administrative oversight and compliance policies and procedures employed in operating entitles of the administration. Clarifies to subordinate staff, the acceptable work requirements, and methods to be utilized, standard of workmanship and schedules to be met. Ensures that subordinates are thoroughly knowledgeable and training in the application of relevant laws, codes, regulations, policies and procedures. Evaluates work performance of subordinate staff; approves and disapproves leave; recommends personnel actions; and upon approval from the Housing Inspections Manager, interviews and selects new employees.
Develops, organizes and directs work plans, staff development and cross training plans; and resolves operational conflicts with timely and economical solutions. Reviews all overall work assignments for compliance with established policies, special instructions and plans work to be established as priorities, accepts amends or reject work as necessary for a satisfactory amount and quality of work. Interprets regulations and practices and clarifies other matters falling within the purview of the Office Of Residential Inspections. Prepares interpretive and administrative orders rules regulations and operating instructions which give effective applicable provisions of governing regulatory statutes or other related requirements of law. Prepares required legal/legislative documents which reflect the administration's adaptation of policies and procedures; prepares correspondence, explicitly outlining facts and legalities and justifying recommendations and/or conclusions. Selects, assembles, summarizes and complies substantive information covering a wide range of legislative issues.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must have at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.
Licenses and Certifications
Must obtain the International Property Maintenance Code Certification within 18 months of employment.
Working Conditions/Environment
Some work is performed in an office which is adequately heated, lighted, and ventilated as well as in the field at residential properties. Otherwise, work is outside in varied weather conditions.

Duration of Appointment: Management Supervisory Service (MSS) At-Will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
