The International Foster Care Unaccompanied Refugee Minor (URM) Program provides long-term care to unaccompanied refugee minors, asylees, trafficking survivors and immigrant youth from around the world. Position requires you to work independently and collaboratively as part of a team with case management responsibilities for approximately 8 – 12 youth, as well as provide independent living services for approximately 16 youth placed at the Vancouver site. Consultation, training, and advocacy are important components of this program. Experience in working with a variety of immigrant populations very desirable. Must be able to work a flexible schedule, including evenings and weekends. Training for this position will occur in Vancouver and the Tacoma office.
Responsibilities:
  • Identify and coordinate services for unaccompanied refugee and immigrant youth placed in foster care.
  • Assist in planning cultural preservation activities for all youth in our care.
  • Develop a working knowledge of IFC policy & procedures, and implement Office of Refugee Resettlement (ORR) contracts for youth placed in Unaccompanied Refugee Minor (URM) foster care program.
  • Complete intake paperwork for new arrivals; to include individual service/safety plans for each youth.
  • Arrange for appropriate educational programs including English language acquisition and bilingual programs.
  • Prepare youth for:
    • Court hearings
    • Family Reunification: if possible
    • Extended Foster Care
    • Independence and self-sufficiency
  • Monitor the adjustment of youth in foster care.
  • Maintain client files and collect all necessary records required for adequate program reviews and evaluation.
  • Participate in related trainings and attend weekly staff meetings.
  • Provide independent living services to youth at Vancouver site which includes conducting assessments, developing IL goals and strategies, facilitating monthly IL trainings and activities, monitoring support funds, maintaining documentation and writing outcomes reports.
  • Collaborate with Independent Living Facilitator to ensure independent living programming meets youth needs and identified goals.
  • Demonstrate strong interpersonal and organizational skills.
  • Other duties as may be reasonably delegated by the supervisor.
Qualifications:

MINIMUM QUALIFICATIONS:

  • BA/BS degree in social work or related field
  • Must be Bi-lingual in refugee language
  • Experience working with refugee/immigrant children in a child welfare setting
  • Experience in case management; preferably with ethnic minorities and/or refugee populations
  • Good written and oral communication skills
  • Intermediate computer skills
  • Ability to maintain accurate case files and other necessary client records
  • Applicant must successfully pass required background checks prior to an offer of employment.
  • Must have reliable transportation, valid driver’s license, automobile insurance.
  • Must have an acceptable driving record per CCS’ driving policy.(required to provide current driving abstract)
  • Proof of negative TB test upon hire or proof of test within past 12 months.
  • First/Aid CPR certified or the ability to become certified within the 1 month of employment
  • Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.

PREFERRED QUALIFICATION:

  • Three plus years in case management experience with strong organizational skills.
  • Three plus years cross-cultural experience.
  • Good knowledge of the child welfare system including emotional aspects of refugees and immigrants.
  • MSW or related field.
