Noblis is positioned to provide an Information Specialist to decision makers in the Countering Weapons of Mass Destruction (CWMD) office under DHS to address threat anticipation, identification, and analysis support to DHS components and other decision makers. Threat understanding at its earliest point possible is critical to driving counter activities employed by DHS components and partners, and protecting the U.S. population and assets from naturally-occurring and man-made threats.

If you are interested in this exciting opportunity to help develop and advance DHS’s new approach to countering WMD and other threats, we are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment and integrity to successfully support the strategic goals of DHS CWMD. Responsibilities include:
- Plans, designs, analyzes, and implements tools, techniques, and complex systems into operational use for a wide range of stakeholders in the CWMD space.
- Supports the management of system development projects pertaining to CWMD, biodefense and Intelligence based primarily in Agile/Scrum methodology.
- Conducts assessments to identify efficient and effective approaches for data ingestion, integration, and operational use by CWMD stakeholders.
- Develops strategic information technology roadmaps, transition documentation, and operating guidance documents.
- Plans and facilitates meetings with government officials and develops briefing materials to support various engagements.
- Active Top Secret clearance or ability to qualify for a Top Secret clearance, if sponsored.
- Ability to obtain Department of Homeland Security suitability adjudication (i.e., security screening).
- Bachelor's degree or higher.
- 3+ years of relevant professional experience to the responsiblities described for this role.
- Excellent communication skills to include technical writing and editing, and oral presentations.
- Well organized, critical thinker, exceptional customer service skills for engaging with federal government clients.
- Ability to work tasks autonomously and follow through to completion.
- Ability to multi-task and respond to quick turn-around requests.
- Competence to function efficiently in a fast-paced, demanding work environment focus improving health security and threat recognition.
Desired
skills and knowledge:
- Previous professional work with federal, state or local governments entities.
- Demonstrated knowledge of complex system development, system integration, and/or system implementation.
- Training or certification in Agile/Scrum.
