IS Project Manager - eProcurement Solution - Limited Term (Open) Job at County of San Mateo
The Procurement Division of the Human Resources Department seeks well-qualified candidates for the position of IS Project Manager II (eProcurement Solution).
The Procurement Division is in the beginning stages of implementing a new County-wide eProcurement Solution (Solution) which will replace the existing system. The IS Project Manager II (PM) will serve as the coordinator of and have primary responsibility for the implementation of the Solution. The implementation of the Solution is estimated to take 18 months. This position will be funded for the duration of the project, which could end sooner than 18 months, or take longer than 18 months. It is expected the selected individual will manage the project to completion.
Success with the implementation of the Solution will require a blend of knowledge, skills, and abilities including procurement experience, software implementation/project management experience, and excellent interpersonal communication skills.
Under general direction of the Procurement Managers the PM will work as the liaison with the Contractor to implement the Solution, ensure the Contractor is following the Solution specifications as stated in the contract, and is assisting in resolving issues as they arise.
This PM will also work with the County’s departments to coordinate and manage their migration of data and to ensure each department is on track to finish their implementation by March 2024. Each of the County’s 29 departments will assign a Departmental Procurement Officer (DPO) to liaise with the PM and as necessary, the Contractor.
The PM will work with the County departments to develop data standards for new data and to create requirements for the data conversion and migration from the legacy system and other data sources into the Solution. The PM will also work with the Procurement Managers to ensure the uniformity, integrity, and consistency of the Solution and to create the standards and methods for data maintenance. As part of the process, the PM will facilitate the creation of the business data model, develop the business data transformation rules, and work closely with the departments for any data cleanup and conversion activities.
The position will be responsible for the acceptance and data reconciliation of all data moved from the legacy systems into the Solution. The position will also have a strategic role in ensuring the Solution data interfaces with the various electronic systems of the County including Workday – our HRIS system, OFAS – our internal budget system, and OKTA – our payroll system.
This position will have a hybrid option of work-from-home and work-in-the-office. However, because of the nature of the project, it is likely the majority of time will be spent in the office.
This is a limited term, at-will position. Limited Term Employees are assigned to projects for the duration of the project, and not to exceed three years. The estimated time for the implementation project is 18 months. Limited term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
The ideal candidate will possess a bachelor's degree and at least four-to-five years of increasingly responsible experience in procurement contract management with at least two-to-three years in relationship management and two-to-three years in procurement software management/implementation.
Experience in creating and managing complex Requests for Proposals (RFPs) and contracts; and experience customizing, configuring, or implementing procurement software is an added advantage.

- Organize, direct, coordinate, and evaluate the operations of the procurement processes.
- Develop, implement, and interpret objectives, goals, policies, and procedures that meet County standards.
- Monitor Contractor’s progress and ensure the project is meeting milestones.
- Analyze problems, identify alternative solutions, anticipate consequences, and implement recommendations.
- Design and recommend business processes and workflow strategies.
- Plan, organize, and define project requirements, methods, and end objectives in consultation with end users; perform risk assessments; develop concept documents, impact analyses, and stakeholder analyses; draft process documentation; coordinate project activities with team members, other section staff, user representatives, and outside vendors.
- Plan, schedule, and conduct training classes and demonstrations; determine training objectives and requirements; prepare and design training materials, reference guides, and user manuals.
- Develop and recommend comprehensive standards, policies, procedures, and technical documentation.
- Maintain effective working relationships with Departmental Procurement Officers (DPOs).
- Provide recommendations to managers and supervisors on the development of long- and short-term system infrastructure plans.
- Write and maintain user and technical operating instructions and documentation; provide training to users and other technical staff and advise on best practices.
- Communicate effectively to diverse audiences, both orally and in writing.
- Prepare clear, concise reports, policies, contracts, and correspondence
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
- Establish, maintain, and foster positive and effective working relationships with those contacted during work.
Additional Knowledge for the data management IS Project Manager II includes:
- Principles and practices of project management, including identifying technology needs and issues, researching and evaluating technology and applications, determining the most effective courses of action, and implementing solutions.
- Research and reporting methods, techniques, and procedures.
