Acquisition Utilization Specialist
ABOUT THE POSITION
We are seeking an Acquisition Utilization Specialist to support our client at the Department of Veterans Affairs.
The Acquisition Utilization Specialist assists with Medical Sharing, Services and Supplies, Specialized and/or Construction team(s) in the development of writing requirements into sound and sufficient Statement of Work, Performance Work Statements and/or Task Orders. Services to be performed include but are not limited to providing acquisition support to the Network Contracting Office (NCO) specific locations.
POSITION RESPONSIBILITIES:
· Virtual (not onsite)
· Shall possess all the demonstrated experience and knowledge requirements in the SOW as verified by a signed and dated resume by the individual and a corporate executive. Experience shall demonstrate abilities to support acquisitions above the simplified acquisition threshold.
· The Contractor shall provide acquisition support services including all aspects of both pre-award functions, including market research, providing business advice to customers, preparing solicitation and award packages including all related contractual documents, and post-award administration in support of NCO Contracting Officers.
· The position will include diverse and various acquisitions support responsibilities in support of NCO(s). The Contractor shall provide advice and assistance to functional area technical experts and assists with the development of writing requirements into sound/sufficient Statement of Work (SOW), Performance Work Statement (PWS) and/or Task Orders (TO). May perform or evaluate market research and trends, conditions, and technological advances as they apply to the program. May also assist with the development of source selection evaluation criteria. Coordinates and works with the technical experts and the contracting officer to ensure project milestones are reflected in the contractual documents and project plan.
· May assist in the development of Independent Government Cost Estimates (IGCE). May also be responsible for assisting with the planning, preparing and maintaining of the current acquisition plans an overall program office acquisition administration functions t include program control and tracking. Shall perform all acquisitions functions in accordance with the Federal Acquisition Regulations (FAR), Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies. The Contractor shall perform acquisition functions including, but not necessarily limited to, requirements definition; market research; assisting in drafting contractual documents such as solicitations, awards, and related documentation using the Electronic Contract Management System (eCMS); coordinating with requiring activities, industry, and other stakeholders; and completing contractual files.

Required:
· The Intermediate Acquisition Specialist shall have a minimum of four (4) years of experience in providing advice and assistance to acquisition support activities with a working knowledge of FAR as described.
· Ability to communicate effectively, both orally and in writing
· Ability to conduct comprehensive research and analysis of technical and cost data
· Ability to read and interpret acquisition policy, regulations and directives
· Ability to provide clear leadership, technical direction, and guidance to all lower-level acquisition personnel.
· Demonstrated skills using Microsoft Office tools, specifically Excel and Word
· Proven professional communication skills, both oral and written
· Demonstrated comprehensive research and analysis of technical and cost data
· Ability to read and interpret acquisition policy, regulations, and directives
· Experience to be able to provide clear guidance to lower-level acquisition personnel
Desired:
· FAC-C or DAWIA Level I in Contracting Certification
· Experience with/knowledge of VA systems (eCMS, IFCAP, VISTA)
