The City of Richmond is looking for a Port Director with solid management skills, a history of overseeing port operations, and a thorough understanding of marketing, contractual agreements, creating ways to generate revenue, facilities management, and expert-level knowledge of associated Federal, State, and local laws. The annual salary for this position is $215,183 per year at the top of the range, with approved Cost of Living Adjustments in 2024 (4%) and 2025 (4%). Position Description and Duties
The most successful candidate has a verifiable work history of having exceptional organizational skills and communication skills and is detail-oriented, process-oriented, adaptable, and responsive. The preferred candidate must also possess the desire to work actively, collaboratively, and creatively as part of a team.
The Port Director has ultimate responsibility for the management and operation of the Port of Richmond and the Richmond Marina. The incumbent will plan, organize, direct, coordinate, develop, and control the administrative and operational activities. The Port Director participates in the negotiation, preparation, processing and administration, monitoring, and enforcement of contracts and agreements. The Port Director will exercise considerable judgment and latitude in the management of these areas. The Port Director must be capable of working closely with the City Attorney’s Office, City Manager's Office, and port stakeholders.

The following list is intended to be illustrative and does not necessarily represent the entire range of work duties expected of employees within the classification. Depending on the assigned area and the specific work of the department, duties may include, but are not limited to:
- Directs and supervises all administrative and operational activities of the
Port and Marina. - Formulates and recommends policy through the Assistant City Manager to
the City Council; responsible for enforcing and carrying out policies of the
Council. - Develops, prepares, and implements long-range financial plans through
the Assistant City Manager to the City Council; and identifies and
generates various revenue sources with the goal of the Port and Marin
being self-supporting in a competitive maritime market. - Responsible for negotiating and administering all leases, contracts,
agreements and permits entered into by the City Council for the use for the
Port and Marina facilities, land, and services. - Prepares and administers annual budget plans for the Port and Marina.
- Develops and maintains support from the business community.
- Serves as principal contact with local, state, and federal governmental and

regulatory agencies relative to the operation of the Port and Marina.

Minimum Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough Knowledge of management principles and practices relative to the management and administration of port/harbor and marina facilities; principles and practices of public administration, including budget preparation and control, personnel administration, property management, and development; maintenance, operation, charges, and services of utilities and facilities necessary in the operation of a harbor; applicable local, state, and federal law regulations relative to the operation of port/harbor and marina facilities; applicable environmental laws and regulations are relative to the maritime industry and market conditions.
General Knowledge of port and marina operations as it relates to the scheduling of the ships, berthing, loading and unloading liquid and bulk cargo, mooring; and operators’ responsibility, lessees’ responsibility, use of the land area, use of water area; different types of operations (bulk liquid, container, break–bulk cargo, R/OR/O, L/O-L/O, dry bulk, scrap iron); design and maintenance of facilities to suit specific types of operations; maritime marketing and trade developments, including the ability to formulate recommendations to enhance the Port’s and
Marina’s competitive positions.
Ability to communicate effectively, orally and in writing, including establishing and maintaining effective working relationships with consultants, the regulatory board members, port operators, lessees, private terminal operators, department and City staff and other persons having business with the Port or Marina; plan work programs ranging in scope from alterations and emergency repairs to long-term port and marina development; administrate mattes of considerable complexity; and direct the work of subordinate staff.
EDUCATION/EXPERIENCE
Education: graduation from a four (4)-year college or university with a degree in business administration, engineering, marketing, or a closely related discipline.
Experience: A minimum of five (5) years or more of progressively responsible experience in port/harbor and marina administration, including significant management and supervisory responsibilities and experience.
HIGHLY DESIRABLE QUALIFICATIONS
A Master's degree is desirable.
Significant port and marina administration and management experience are highly desirable.
LICENSES AND CERTIFICATES: Possession of an appropriate, valid Driver's License from the California Department of Motor Vehicles.

PHYSICAL DEMANDS
In addition to requiring sufficient mobility to work in a typical office setting, vision
sufficient to read printed materials and hearing and speech sufficient to
exchange information in person and over the telephone, duties also require
sufficient mobility to attend meetings and inspect various port and marina
facilities, which may include bending, climbing ladders, and boarding vessels.
