The primary objective of this professional, technical and administrative position is to assist in directing, planning, organizing and supervising design and construction activities of the Engineering Division. The focus of this position includes coordinating development of construction plans and specifications and performing construction management activities under the direct supervision of the City Engineer.
Engineering
Manages, supervises and contributes to the City’s street reconstruction program: design and plan preparation, construction inspection, public involvement and communication, project and contract management, technical investigation and evaluation, permitting, surveying, records maintenance and record drawing production and maintenance.
Coordinates activities with other departments, consultants, utility companies, and other governmental agencies in conjunction with City projects.
Provides the City with technical expertise in issues related to municipal improvement project issues, research and planning.
Assists in preparing the annual capital improvement budget for public works projects and other financial analysis for public works programs.
Manages the system, performs design, trains staff and maintains technical competency pertaining to advanced drafting and design components using AutoCAD and Civil 3-d.
Provides technical assistance and field work for traffic engineering studies such as collecting and compiling traffic counts and turning movements; preparing accident histories; and documenting sight distance problems.
Coordinates the City’s digital record drawings.
Leadership
Leads the work of the Engineering Technical staff in the Engineering division in related tasks and assignments.
Provides training opportunities for technical staff to maintain current knowledge and certifications.
Ensures effective and proper utilization of personnel and resources in all areas of assigned responsibility.
Assists evaluation of job performance of assigned.
Freely shares information needed so employees can make decisions and do their job.Actively involves employees in the decision-making process.
Helps employees acquire the material, equipment and knowledge they need to do their jobs.

General
Keeps City Engineer currently informed of significant activities, developments, assignments, problems, issues, errors, complaints or concerns as they arise.
Prepares maps and graphic illustrations for use in reports and public presentations.
Remains current on all specifications, regulations, codes, construction practices, and generally accepted engineering standards, legislation and policies.
Answers engineering division calls and provides information to callers.
Assists in maintaining and updating the City’s benchmark system.
Provides technical assistance to contractors and the public regarding standards, practices, benchmarks, as-builts, etc.
Represents the Engineering division in dealings with the public, presenting and explaining various assigned projects at public meetings and in direct personal contacts.
Coordinates and attends training seminars, conferences and other educational opportunities to ensure up-to-date and modern skills and knowledge that pertain to the proper execution of the duties and responsibilities of this position.
Attends industry-related and civic organization meetings as requested by the City
Engineer.Creates reports and documents as requested.
Performs other related duties and assumes other responsibilities as apparent or specifically assigned.

Technical Knowledge: Must have knowledge of principles and practices of civil engineering as it directly relates to municipal operations and design. Must have knowledge and skill in the use computer equipment, software, CAD (preferably AutoCAD) and drafting. Must have knowledge of the principles, practices, and methods of land surveying. Must have the ability to plan and carry out detailed investigations connected with engineering projects to compile engineering data and statistics to make estimates related to public works projects. Must have working knowledge of municipal public works design and construction procedures, materials and equipment. Must have considerable knowledge in the design of water distribution systems, sanitary, and storm sewers. Must have thorough knowledge of the geometric and structural design of streets, sidewalks and trails. Must have knowledge and understanding of applicable work safety standards.
Physical Abilities: Must have the ability to work in all types of weather. Must have the ability to walk over rough terrain during site inspections and the ability to lift a 35-pound object to a height of five (5) feet.
- Four years’ work experience in design and construction of municipal engineering projects.
- Bachelor’s degree in civil engineering from an accredited college or university.
- Professional registration in the state of Minnesota or ability to obtain same within twelve months.
- Valid Minnesota Driver’s license.
Desired Qualifications
- Experience with and complete understanding of the project development process from preliminary design to contract administration and acceptance.
- Experience with State Aid standards, municipal utility design and operation, and storm water hydrology and hydraulics design and operation.
- Experience with the design and construction of various public improvements.
- Experience managing budgets, project funding and contracts.
- Experience with a municipality or other governmental body.
- Supervisory experience of technical personnel in an office/project setting.
- Experience in working on projects with multiple project partners.
- Ability to speak, read or write any language other than English, including sign language.
