STARTING SALARY: $59,405 annually

REQUIREMENTS (EDUCATION, EXPERIENCE, LICENSURE, CERTIFICATION):
  • Bachelor's degree in public administration, social services, business administration or another field of study related to project/program management.
  • two (2) or more years of experience related to project management, case management, or supervisory experience in a Child Welfare position.
AGENCY-PREFERRED QUALIFICATIONS:
  • Master’s Degree in Business Administration, Social Work, Public Administration, Social Services, Public Policy, Communications or a related field.
  • Full competence in all Microsoft Office 365 programs, especially Word, Excel, PowerPoint, Teams, and Outlook; also in research by Internet.
  • Excellent written and verbal communication, strong organizational skills and superior time management.
  • Professional maturity to work independently, while also engaging with all levels of staff.
  • Ability to prepare and present accurate, timely reporting.
  • Dynamic, adaptable and flexible; Ability and comfort working with diverse populations in various environments.
JOB DUTIES (SUMMARY):
  • Working under the general direction of the Director of Children’s Services and Deputy Directors of Children services, and direct supervision of the Safety Culture and Practice Advancement Section Chief, coordinates responsibilities and leads project planning and implementation activities around all changes to upcoming legislation, Ohio Revised Code, Ohio Administrative Code, and Local Rule changes that directly impact Children’s Services; participates in Ohio legislation committee of Child Welfare practitioners, actively provided feedback and recommendations representing Hamilton County Children’s Services position and experience being the third largest metropolitan county; Reviews all clearances related to Children’s Services providing feedback and representing Hamilton County’s positions; Ongoing advocation at the state level for policy, procedure, and rule changes; Serves as Hamilton County’s representative for Family First changes, information collection, and feedback to ODJFS and other state committees; works with and collaborates PCSAO
  • Coordinates with and relays information to Director of Children’s Services and Deputy Directors of Children’s Services regarding upcoming policy changes; writes detailed requirements, definitions, and any procedures needed to accommodate changes; meets with staff impacted to receive feedback and opinions from those doing the work and incorporates changes; provides updates and trainings, when necessary, to Children’s Services regarding updates/changes; ongoingly manages competing requirements, planning and monitoring changes in multiple subject areas while ensure deadlines and implementation are met accordingly
  • Partners with Section Chiefs over new project initiatives requiring development of policy and procedure and/or new implementation of process and workflow(s); provides oversight and management of such implementation within current section and practice, planning, scheduling and assigning work; accordingly, Acts as liaison to state if new initiatives has work groups or feedback loops; creates ongoing data collection and stream of success measures to department leadership; transitions initiatives as fully functioning and imbedded system process back to section chief oversight when completed
  • Attends conferences and training.
  • Performs other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES: (*Indicates can be developed after employment)
  • Knowledge of: Children’s Services and Child Welfare practice; Mission and Vision of Hamilton County Children’s Services; Child Safety and such determinations; Ohio Revised Code; Ohio Administrative Code; Local Rules; laws, rules and regulations pertaining to collection of records, records retention, planning principles and practices; office practices and procedures; successful project implementation; data processing systems; personnel training and development; Microsoft 365;
  • Skill In: advanced time management and analytical skills, experience with process improvement; excellent communication skills and experience in database project management; must be approachable, patient and flexible.
  • Ability to: interpret a variety of complex instructions in oral , written and other forms; plan effective and productive implementation of through judgement and initiative; communicate effectively orally and in writing; prepare accurate & concise technical reports; collect and analyze data; draw valid conclusions & prepare accurate reports; use statistical data; develop and maintain effective working relationship with groups, co-workers & general public; organize and coordinate activities among departments and other groups & public entities; write instructions & specifications regarding proper use of equipment; maintain accurate records; handle sensitive contacts with users from various jurisdictions; prepare and deliver speeches to specialized groups; organize and instruct vendors & other employees as directed; research technological advances as they pertain to Department;
ESSENTIAL JOB FACTORS:
  • Must undergo a background check via the Ohio Bureau of Criminal Identification and Investigation (BCI). Must have a car, valid driver’s license issued by the state of residency and required auto liability insurance.
PHYSICAL and/or MENTAL REQUIREMENTS:
  • Working at a computer extensively for eight (8) hours or more per day
  • Remain in a stationary position for extended periods of time
BACKGROUND CHECKS REQUIRED:
Background checks consistent with requirements in OAC 5101:2-5-09 must be completed at employment and every ten years following, including but not limited to the following systems:
  • State Automated Child Welfare Information System (SACWIS)
  • State Child/Abuse Neglect Central Registry Check for any state in which the applicant resided within the last five years
  • Ohio Bureau of Criminal Identification Investigation (BCI)
  • FBI
  • National Sex Offender Public website (WWW.NSOPW.Gov) Code 5101:2-5-09 must be conducted for each prospective employee
