BASIC FUNCTION
The PSM Engineer will provide needed support to ensure that site regulatory Process Safety Management programs are properly maintained and documented. This position is also expected to provide sporadic support to other HSSE roles particularly during high-demand activities such as turnarounds (TARs) or other extended outages. The PSM engineer will participate in the development and updating of PSM Best Practices for the 14 elements of PSM.
RESPONSIBILITIES
- Assist OSHA required PHAs and 5-year PHA re-validations
- Assist OSHA required PSM compliance audits and 3-year re-certification
- Coordinate regular team meetings with Operations, Maintenance (I&E and MI) to review and drive progress on Process Hazard Analysis (PHA) and various Audit (PSM, DHA, internal / owners) recommendations
- Set up and maintain tracking system for MOCs and overall compliance
- Support regular unit PHAs activities including generating adequate documentation for studies and generating reports (e. g. node P&IDs, equipment files, SOPs, etc.)
- Assist with Management of Change (MOC) activities including, but not limited to, participating in pre-startup safety reviews (PSSRs), answering basic MOC implementation questions, and providing regular PSM/MOC training to current and new SMEs
- Actively support HSSE activities during turnaround’s (TARs), including participating in safety review meetings and acting as a backup for other HSSE roles as needed
- HSSE responsibilities include understanding, supporting, and complying with all plant policies, procedures and applicable regulations, conducting applicable safety activities, including inspections and audits as assigned, and completing regulatory and any other required training
- Conduct incident investigations and RCA evaluations, including documentation and follow up for closure
- Close out Audit Findings and Action Items from IMPACT or other safety databases
- Complete special projects as assigned which would include scope development for HSSE CAPEX
- Work with site personnel to establish and maintain necessary inspection plans
- Coordinate and Participate in process/equipment failure investigations
- Investigate regulatory matters and use this knowledge to improve procedures, labeling, signs, and training
- Perform other duties as assigned

QUALIFICATIONS/EXPERIENCE REQUIRED
- Bachelor’s degree in Chemical, Mechanical, Electrical or Safety Engineering degree or similar degree or High School Diploma and equivalent relevant experience
- Read and understand Process and Instrument Diagrams
- Knowledge in application and compliance requirements of regulatory codes (OSHA, EPA, etc.)
- Knowledge of processes, instrumentation, and mechanical equipment in a chemical or refinery plant
- Good computer proficiency, particularly in MS Excel, MS Access/MS SQL, and MS Word
- Good communication and interpersonal skills with the ability to motivate and influence others
PREFERRED QUALIFICATIONS/EXPERIENCE
- 2 years’ experience in petrochemicals, refining, or technical field
- Good understanding of Process Safety Management (OSHA 1910.119) and hazard analysis concepts
- 3 + years’ experience in a process safety management role performing PSM audits and conducting PHAs
- Good technical writing skills
- Experience with Industrial Hygiene, field construction, and projects
PHYSICAL CAPACITY REQUIREMENTS
This position requires the incumbent to:
- Follow safety requirements for the role including any use of personal equipment, aids, or tools
- Read technical procedures and materials in English
- Ability to read and interpret and develop documents such as safety rules, operating and maintenance instructions, and procedure manuals
- Wear mandatory FRC and PPE (foot, head, ear, eye, and hand protection) when inside plant environment, or where directed by signage or procedure
- Routinely reacts to visual, aural, and other signals, including alarms and instructions, and is required to visually inspect work including at high elevations above grade. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus

- Required to reach overhead and at shoulder level with hands and arms
- The noise level in the work environment may be loud and requires that hearing protection be worn in identified areas
- Must demonstrate fine and gross hand manipulation including pinching, gripping, turning, and keyboarding
- Works in temperature extremes due to weather conditions and operating equipment
- Walk ½ a mile per job
- Move about all areas of the plant, including catwalks, deck grating, wet and muddy areas, and uneven surfaces
- Climbs and works at various heights and may work in a standing, sitting, lying down, crouched, or kneeling position
- Ascend and descend stairs and stationary vertical ladders as part of normal work activity and emergency situations
- Walk 1/2 mile per job
- Must be capable of lifting/carrying/pushing/pulling up to 50 pounds
- Access confined spaces and pressure vessels through standard 24" manways
- Climb up to 200 feet in height
- Additional requirements required if a participant in the ERT program
