Summary
Performs administrative support, tracking and oversight on behalf of the Office of the County Attorney, for matters relating to development projects, both commercial and private, in Charles County. Administrative duties including drafting correspondence, legal contract documents and agreements, leases and related documents and coordinating between County departments, business community, staff attorneys and elected officials. Support of the day-to-day operation of the Office of the County Attorney, including logging, tracking and distributing mail, answering telephones, greeting and assisting the public, acting as liaison between staff attorneys and outside entities. work. Workers initiate their own daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations.
Essential Job Functions
- Works together with Planning and Growth Management staff, County departmental staff, outside legal counsel, developers, contractors, and independent entities in the drafting, preparation, and tracking of legal documents pertaining to building and construction projects in Charles County.
- Reviews data, makes a determination as to the type of document required, and drafts and finalizes legal bond documents and development agreements for review and signature of all parties, and acceptance by the County.
- Coordinates recordation of documents with the Circuit Court and ensures the timely dissemination of information to all interested parties. Coordinates with Planning & Growth Management and prepares letters for the signature of the County Attorney and Commissioners to surety companies and banks to call bonds when the developer defaults on projects.
- Reviews dedication documents, prepares lease documents, and various legal documents and forms, and maintains files for all Planning and Growth Management projects.
- Provides staff support to the County Attorney and Assistant County Attorneys, including but not limited to standard secretarial duties, i.e., finalizing hand-written drafts, addressing, and fielding detailed and general inquiries made to the Office of the County Attorney.
- Interfaces with all levels of County personnel including elected officials and staff, citizens, groups and organizations, and other entities, in the day-to-day business of the Office of the County Attorney and various Boards and Committees.
- Answers telephone and personal inquiries to the Office of the County Attorney and assists callers in a wide range of matters, including the resolution of issues, relaying status updates on projects and issues, utilizes a working knowledge of local and state governments offices to refer callers to the appropriate entity; provides assistance in matters where it may be necessary and/or preferred to communicate on behalf of the County Attorney or an Assistant County Attorney.
- Records, disseminates tracks and follows-up on incoming and outgoing correspondence, including mail log maintenance.
- Provides notary services to accommodate attorneys conducting settlement conferences, to County staff, and to the general public.
- Assists staff in all matters relating to the day-to-day operation of the Office of the County Attorney, and various boards and committees.
- Provides notary services. Performs related work as required.
Qualifications, Knowledge, Skills, and Abilities
Education and Experience:
High school diploma or GED, including or supplemented by courses in office practices. Four years of legal office administrative and clerical experience and general knowledge of law office procedures and the legal system.

Special Requirements/Qualifications:
Ability to maintain client confidentiality.
This position is required to receive climate competence training level 1.
Knowledge, Skills and Abilities:
- Knowledge of modern office procedures and practices including operation of office appliances such as calculators, computers, typewriters, and word processors.
- Knowledge of legal assistant procedures and practices.
- Knowledge of Law office procedures and the legal system.
- Ability to provide legal assistant services to the County Attorney and Boards and Commissions.
- Ability to perform office assignments involving substantive operations of the unit requiring an understanding of unit operations and policies.
- Ability to assist the public, clientele, and others to utilize services by explaining, instructing, and advising them regarding their needs and requests and the services provided.
- Ability to perform general office clerical work quickly and efficiently.

PHYSICAL DEMANDS
The work is mostly sedentary with periods of light physical activity and is performed in office surroundings. Typical positions require workers to walk or stand for long periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing.
