We're looking for a Regional Programs Consultant (SHPC3) to join our team to help support and protect children, youth, and families. Together we will work toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity. The Opportunity:
The Regional Programs Consultant serves as the designated lead worker for the program areas of Professional Services, Mental Health, Permanency, and Guardianships. As such, this position leads all Region 1 Professional staff (Social Service Specialists, Supervisors, and Managers) in the implementation and utilization of these programs. This lead worker will also participate in developing, administering, and monitoring these social service programs and the relevant program policies for use by staff and contracted providers. This position also develops and implements plans for monitoring internal practice, contracted service delivery, and regional/local training to staff, contractors, and community providers and members to enhance service delivery and resource availability.

Some of what you will get to do:
  • Deliver services in Region 1 to high-needs children and families that are not victims of abuse or neglect and are seeking services and/or a dependency from the department.
  • Provide case review, assessment, and consultation to field staff, management, court, and medical partners.
  • Provide technical support, consultation, policy interpretation, direction, and education to· agency staff. community. provider partners and other interested parties.
  • Works closely with senior management on trend and issue analysis and practice recommendations.
  • Work with central administration and peers to design and develop statewide policies, procedures, rules, and regulations for the delivery of mental health services.
  • Collect and analyze data, statutes, and policy and make program recommendations to the management team.
  • Monitor policy implementation, quality service delivery, and contract compliance of professional services contracted providers in Region 1.
  • Coordinate and collaborate with other divisions on programs having a cross-divisional impact.
  • Identify a problem or high-risk areas of concern within the mental health and professional services program areas.
  • Collaborate with agency staff and providers to facilitate quality communication, problem-solving, and planning for youth.
  • Review current policy/practice in the Region and develop methods to increase permanency planning.
  • Provide technical support, consultation, training, policy interpretation, and direction to internal and external stakeholders.
  • Work with senior management, central administration, and peers to design and develop statewide policies. procedures. rules and regulations for the delivery of permanency best practices.
What we are looking for (Required Qualifications):

  • One year as a Social and Health Program Consultant 2, Social Service Specialist 3 (formerly Social Worker 3), or Financial Services Specialist 4 or above.

OR

  • Two years of experience as a WorkFirst Program Specialist or equivalent work experience with automated eligibility systems.

OR

  • A Master’s degree in social services, human services, behavioral sciences, or an allied field and three years of paid professional experience planning, administering, developing, or delivering social, financial, health, and chemical dependency treatment service programs.

OR

  • A Bachelor’s degree in social services, human services, behavioral sciences, or an allied field, and four years of paid professional social service experience in planning, administering, developing, or delivering social, financial, and health services programs.

Note: Additional qualifying experience will substitute, year for year, for the above required education.

This position also requires:
  • Knowledge and understanding of State and Federal policies, procedures, and regulations of social, financial, and health programs related to Child Welfare Services within the social work environment.
  • Two years of experience providing public or private child welfare or child protective services AND one year of professional experience providing mental health or behavioral treatment to children and families.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org .

  • Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
  • Previously demonstrated knowledge and understanding of the Child and Family Services Review (CFSR) requirements and state Program Improvement Plan.
  • Previously demonstrated knowledge and understanding of the Braam Settlement Implementation Plan.
  • Previously demonstrated knowledge and understanding of the principles and practices of program planning, development, evaluation, and consultation.
  • Previously demonstrated ability to analyze and resolve complex problems related to social, financial, or health programs.
  • Previously demonstrated understanding of Principles of community organization and public administration.
  • Previously demonstrated knowledge of contract terminology, negotiation, and development.
  • Previously demonstrated ability to exercise independent judgment in devising own work methods.
  • Previously demonstrated ability to understand and work effectively within culturally appropriate context.
  • Previously demonstrated ability to utilize critical thinking and strategic planning skills to recognize trends, systemic issues, and service gaps and use the information to bring system improvements to the management structure.
  • Previously demonstrated ability to remain immediately accessible to team members and share responsibility for quality decisions.
  • Previously demonstrated proficiency in using Microsoft Office applications.
  • Previously demonstrated ability to effectively communicate with management, peers, clients, and the public as required to carry out the assigned duties of the position.
