The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Patient Continuum Services is seeking a qualified professional to augment, implement, and support the mission and vision of DBHDS, by supporting the state hospital admission process. This position will serve as the subject matter expert regarding all aspects of state hospital admissions, including the Emergency Custody Order (ECO), Temporary Detention Order (TDO), and civil commitment processes. This position will oversee state hospital admissions to nine state hospitals, including seven hospitals that serve adult and geriatric patients, one hospital that exclusively serves geriatric patients, and one hospital that exclusively serves child and adolescent patients; will maintain situational awareness of the census and bed availability at all state hospital, the individuals awaiting TDO and civil admission, and individuals awaiting forensic admission; and partner with state hospitals and community service boards (CSBs), as well as emergency departments, with the goal of ensuring that individuals have timely access to care, and to work to ensure that individuals receive the least restrictive level of care necessary. This position may also require collaborating with patients, families, guardians, Community Services Board (CSB) prescreeners, state hospital admission staff, law enforcement, private hospitals, other DBHDS staff, and a variety of community agencies and organizations. Additionally, this position will be expected to utilize clinical judgement in order to assess which patients are prioritized for limited resources; provide oversight of nine state hospitals admission processes, the application of TDO and commitment laws within the state hospital system; and provide frequent collaboration and productivity within an urgent, crisis-based environment.
Minimum Qualifications
Knowledge and expertise in contemporary best practices in behavioral health services and supports for children, adolescents, and adults with complex mental illness and co-occurring disorders consistent with integration within the least restrictive and most integrated setting, including specific knowledge and expertise in coordinating the optimum utilization of resources for individuals experiencing a behavioral health crisis. Thorough understanding of the laws and process in Virginia surrounding ECOs, TDOs, and civil commitment. Ability to apply recovery concepts and other constructs to service development, service delivery, and quality improvement approaches for individuals with complicated behavioral health, co-occurring, and comorbid conditions. Ability to apply knowledge and expertise to support timely, safe, and collaborative service provision. Thorough knowledge of the currently available spectrum of behavioral supports for children, adolescents, and adults in Virginia. Excellent oral and written communication skills.
Preferred Qualifications
Master’s degree in the human services field. Education and/or experience related to behavioral health disorders, intellectual and developmental disabilities, substance use disorders, and neurocognitive disorders, with complicated behavioral health, co-occurring, and comorbid conditions, the problems associated with these conditions, and best practices for maintaining quality of life in the most integrated setting. Previous experience working in crisis and/or inpatient setting. Previous experience with the emergency custody and temporary custody process. Previous work experience in the behavioral field.
Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
