The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

Noblis seeks a dynamic technical advisor to guide the development and delivery of technical solutions that enhance an intelligence customer’s ability to observe, extract, represent, and attribute natural and manmade features, advance the state of the art in geospatial intelligence tasking, collection, processing, exploitation and dissemination, and that provide novel techniques for multi-INT analytics.
Primary Responsibilities
- Develops, maintains, and expands internal government client relationships and external Intelligence Community (IC), and Department of Defense (DoD) relationships, becoming a trusted advisor for identification, evaluation, specification, development, testing, and deployment of classified technology solutions to the IC and DoD geospatial intelligence (GEOINT) challenges.
- Assists research scientists/analysts with research and development (R&D) program design, addressing required performance metrics, milestones, operational environments and constraints, and deployment deadlines.
- Guides the government clients program(s), and provides tailored program security analysis, technology risk assessment and analysis, policy and tool development, transition planning, and program and technology protection.
- Oversees day-to-day management of technical solution design, development, and deployment and provides feedback to developers, stakeholders, and the client.
- Maintains awareness of scientific and technical advancements, trends, and providers related to GEOINT capabilities.
- Engages with mission and product owners, program offices, and other IC, and DoD stakeholders to discover unmet needs and convey them to teams for ideation and solution design.
- Engages with IC and DoD components and other stakeholders as defined by the client to convey information about technology capabilities that are emerging from government client research.
- Identifies opportunities for collaboration within the IC, DoD, or other government research organizations, and industry or academia for solution design and development.
- Oversees and performs Return on Investment (ROI) analysis.
Basic Qualifications:
Required minimum skills and knowledge:
- The candidate must possess an active TS/SCI with CI Polygraph.
- Bachelor’s degree in Engineering, Mathematics, physical science or related discipline.
- Ten (10+) years of related experience.
- Three (3) years of experience managing teams/staff
- Documented experience leading the design, development, and deployment of technical capabilities to mission customers.
- Strong knowledge of Continuous Integration/Continuous Development (CI/CD) methodologies, various software design/develop tools and applications, and SAFE/Agile techniques.
- Experience working in the IC and / or DoD.
Desired
skills and knowledge:
- Advanced degree (Master’s or PhD) in relevant science, mathematics, or engineering field discipline.
- Understanding of GEOINT data, systems, processes.
- Ability to drive joint, interagency, or multi-organizational mission accomplishment.
- Experience working in complex domains with a wide breadth of stakeholders with varying requirements; experience in working within a scientific or research domain is a plus.
- Strong attention to detail, communication, critical thinking, and problem solving skills.
- Ability to travel, as necessary in support of the program.
