SCOPE

General Description

The position provides support for the design, construction, installation, and maintenance of temporary heating, ventilation, and air conditioning (HVAC) systems and equipment. The Subcontractor will work with multiple types of HVAC equipment to ensure that necessary temporary services are provided. The Subcontractor shall resolve any issues or problems that arise throughout the construction phase. System tests shall be conducted periodically to ensure that selected solution is optimal on both individual components and the system. Additionally, the Subcontractor will oversee and manage the HVAC contractors tasked with implementing the necessary system.

Performance Requirements:

Duties

Cooperation and involvement with SRS Subcontract Technical Representative (STR) during initial team planning meetings and oversight of work. Design and maintain appropriate HVAC system to ensure proper facility environment is maintained. Ensure that installation and operations conform to standards and customer requirements. Establish construction and installation standards by performing a wide range of detailed calculations. Ensure compliance with specifications, codes, and customer requirements during design, installation, and testing. Supervise and train project team members. Assist in estimation of material, labor, and construction costs for budget preparation. Understand and communicate scope of Subcontractor activities to Project Field Engineer (PFE).

  • Ensuring facility Subject Matter Expert (SME) involvement with the STR during the initial subcontract planning team meeting and oversight of the work, as necessary
  • Identifying and coordinating facility entrance and/or escort requirements, as needed
  • Communicating, identifying, and providing input on Facility/Project hazards and/or conditions that may affect the subcontractor
  • Attending pre-job briefs, post-job briefs, and fact-findings (as needed)
  • Coordinating/participating with STR on facility walk downs, including identification and involvement of the facility
  • Contacting the STR for all concerns about the subcontractor or the work

Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.

Experience / Skills

  • History of HVAC system design
  • Ability to perform preliminary walkdown of facility to design and implement adaptive HVAC system
  • Demonstrated experience in managing HVAC team to provide scope deliverables while remaining on schedule
  • Ability to rewrite or modify processes to ensure all aspects of the service run smoothly and on schedule
  • Strong communication skills to properly convey scope deliverables and assist in problem resolution with Subcontractors
  • Ability to perform facility walk downs and prepare documentation to convey findings, future planning, and issue resolution
  • Experience working with Microsoft Office applications to create project documentation
  • Must have a minimum of 20 years directly related experience in the construction of nuclear, and/or industrial facilities with a related subcontract management experience of HVAC systems.
  • Experience in troubleshooting and standards adherence

Period of Performance Schedule

  • Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two- thousand and eighty hours.
  • The period of performance shall be for a period of one year from award of this agreement. SRNS Reserves the right to exercise two additional one-year option periods.

Qualification Criteria

  • An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
  • Must be a US Citizen.
