The Atlanta District Planning Office is looking for a Utility Coordinator. In this position, you will work closely with Design Engineers, Project Managers, Consultant Partners, and Utility Representatives to plan and execute utility agreements prior to construction lettings. You will serve as a point of contact for the Atlanta District regarding all questions related to utility accommodation rules, utility agreements, and relocations. You will also stay abreast of planned District construction and letting schedule as it relates to needed utility relocations, priorities, and statuses. The District Planning Office is composed of subject matter experts in areas critical to project delivery including utility coordination. This position is for a Utility Coordinator I, II, or III. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Location Flexibility : Hybrid Location Flexibility Details : Monday and Friday are currently remote work days as approved by the supervisor. Tuesday through Thursday are in person workdays at the District Office in Atlanta.

Position Description


Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies.

Utility Coordinator I: Employees at this level follow standard practices that do not require frequent supervision of details.
Utility Coordinator II: Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Utility Coordinator III: Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:


  • Coordinates, reviews, and processes new utility installation permits.
  • Develops, implements, and interprets Department policies and procedures as they relate to utility adjustments, relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
  • Develops, maintains, and updates utility relocation schedules.
  • Measures, coordinates, and calculates payments such as betterment ratios, eligibility percentages, supplements, market value comparisons and relocation costs.
  • Meets with utility representatives and other entities to explain the utility accommodation policy and relocation and reimbursement processes, negotiate, answer questions and to resolve problems.
  • Determines eligibility requirements for payment of relocation reimbursements.
  • Prepares utility adjustment assembly folder to include all pertinent data and handout materials; prepares report for approval.
  • Reviews agreements, plans, specifications and billings submitted by the utility companies.
  • Prepares for Annual Utility Meeting and specific project meetings.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in Business, public admin, real estate, engineering, management, accounting, public. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Utility Coordinator I: 1 year utility related experience.
Utility Coordinator II: 2 years utility related experience.
Utility Coordinator III: 4 years utility related experience

(Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

  • Applicable computer operating systems and relevant applications
  • Principles of utility coordination and associated terminology
  • Public relations for maintaining effective working relationships with individuals and groups and maintaining effective working relationships with others
  • Prioritizing and organizing work assignments
  • Preparing documents using correct spelling, grammar, and punctuation; proofreading and reviewing documents for clarity and consistency
  • Administrative practices and procedures to include writing, recording meeting notes, and records management
  • Developing and giving presentations and communicating effectively
  • Principles and practices of community relations and mass communications and techniques to ensure effective community engagement and Local, state and federal requirements for public involvement
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Leading, assigning, reviewing, and monitoring the work of others

Physical Requirements and Working Conditions:

  • Sedentary Work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
