This is a mid-level, professional staff, full-time position in the City’s Public Works Department. An individual in this position manages, directs and coordinates activities for the Regional Water Treatment Plant, the Groundwater Reduction Plan (GRP) the Mustang Bayou and Steep Bank/Flat Bank Wastewater treatment plant and related activities.
Reports to Director of Public Works or his or her designee
- Responsible for the efficient utilization of division resources to achieve maximum operational and contractual productivity;
- Develop, recommend and administer programs, which ensure legal compliance and sound financial practices are observed. Apply sound diplomatic reasoning when interacting with staff, public and contractors;
- Perform financial analysis for setting fees, reviewing revenues and expenditures; prepares pro forma projections;
- Maintaining adequate oversight over billing and true-up procedures, coordinating and working with both internal and external stakeholders to ensure that billings and true-ups are performed in a timely manner consistent with City’s agreements and policies.
- Develop, implement and continually monitor the GRP goals and objectives. Create, enhance and administer new or existing policies and procedures relating to GRP and/or Surface Water operations, programs and projects;
- Prepare annual GRP budget, monitor purchasing and inventory control procedures. Review, approve and process all invoices for payments in accordance with the City’s financial and accounting policies and procedures;
- Direct, oversee and participate in the development of construction service and relevant CIP contracts. Continually evaluates the performance and quality of services provided;
- Maintain GRP and Surface Water requirements to the adopted standards and generally accepted engineering practices. Provide engineering services and support to the GRP and to the Director of Public Works;
- Manage the contractual operations for the Regional Water Treatment Plant;
- Recommend and monitor staff training methodologies. Perform the annual evaluation of contractual operations staff;
- Assist in the planning and implementation of programs by collecting information and preparing reports;
- Attend meetings and prepare presentations as requested by the Director of Public Works;
- Develop, review and present staff reports to City Council, City Management, GRP committee members, and various boards and commissions;
- Contribute to team effort by performing other duties as assigned by the Director of Public Works;
- Serve as part of the Emergency Management Team and respond to natural disasters and other emergency operations;
- Perform other related duties as assigned;
A Bachelor's Degree in a related field and five years of related, senior-level professional experience in public works operations and management are required. An associate degree and relevant experience can substitute for the requirement of a Bachelor’s Degree. Water and Wastewater management experience is desired. Class “A” Water Certificate and Class “B” Wastewater Certification is desired.
The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training and/or experience.
