This is a Full-Time 40 Hour Weekly position with the Bureau of Information and Telecommunication - Customer Service Division. For more information on the Bureau of Information and Telecommunication, please visit https://bit.sd.gov/.

Points of Contact (POCs) work closely with South Dakota state agency staff to create and maintain technology solutions to solve the business needs of the agency. The incumbent will build and maintain knowledge of the assigned state agencies' technology requirements and will actively promote and advocate their needs internally within the bureau. Under Administrative Supervision the incumbent applies depth of knowledge and skill in complex and varied work situations with limited need for direction. Application/Business Project Managers consult with product owners, subject matter experts, technical staff, scrum teams, and stakeholders to identify, define, interpret, integrate, and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.

Responsibilities include:

  • build collaborative relationships with assigned agencies;
  • be knowledgeable of agency's organizational structure and critical processes;
  • communicate effectively with diverse groups of clients and explain technology in understandable terms;
  • monitor progress and status of projects including working with agencies to schedule and track progress of system implementations;
  • be knowledgeable of BIT's organizational structure, processes, roles, and responsibilities;
  • expedite resolution of technology-related problems and issues;
  • assist with RFP/RFIs to assure accurate and useful information is being provided to potential bidders, coordinate internal BIT RFP review process;
  • assist the agency with technology acquisitions;
  • assist agency with drafting and technical review of contracts;
  • lead the product owner and development team to achieve customer satisfaction;
  • resolve conflicts and issues that occur;
  • support the product owner and provide education where needed;
  • assist and mentor entry and senior business analysts to understand and use processes and manage projects.

The Ideal Candidate Will Have:

  • a degree in computer science, business, or a related field with two or more years of experience is preferred.

Knowledge of:

  • application development;
  • project management methodologies;
  • principles and concepts of computer science;
  • business processes;

Skills to:

  • lead projects;
  • meet schedules and timelines;

Ability to:

  • analyze and think quickly to resolve interpersonal and technical conflicts;
  • work with and lead a team;
  • communicate with technical and non-technical clients and translate their needs, ideas, or suggestions into logical solutions to business problems;
  • communicate information concisely and accurately;
  • work in a team environment or independently with minimal supervision;
  • take initiative.

This position is eligible for Veterans’ Preference per ARSD 55:10:02:08.
