ABOUT THE POSITION

The Engineering Division is responsible for planning, design, construction and administration of the City’s public works projects, including capital improvement and miscellaneous projects involving preservation of and enhancements to the City’s infrastructure including streets, bridges, buildings and parks. Additionally, this division reviews, oversees, issues permits and provides inspection for public improvements in connection with private developments for compliance with adopted codes, regulations, engineering standards and subdivision processing. Traffic engineering is another section within the division, which includes planning, design, construction, maintenance and operations of the City’s traffic signals, flashing beacons and other traffic control devices for guiding, warning and regulating traffic as well as street lighting systems and the administration of the City’s Lighting and Landscaping Assessment District. Grants are frequently pursued by the division to provide revenue for improvements to public infrastructure to increase capacity, enhance safety and aesthetics and to bring into compliance with current codes and regulations in accordance with the Pavement Management Program, circulation element of the General Plan, Local Road Safety Plan and Active Transportation Plan.


EXAMPLES OF ESSENTIAL FUNCTIONS

The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification.
  • Supervise and review the inspection of public improvements.
  • Administer design and construction capital improvement projects including but not limited to street improvements, public facilities, drainage and traffic signal Improvements funded by local, State or Federal funds.
  • Supervise professional and clerical staff processing permits, mapping, attending public counter and doing routine design work.
  • Issue special permits. Operate computer terminal.
  • Review zone cases and developments for required public improvements.
  • Review and process subdivision and parcel maps for code requirements.
  • Review grading and drainage plans. Administer assessment district proceedings.
  • Coordinate with developers and utility companies on engineering problems.
  • Supervise and administer the City's traffic and transportation programs.
  • Administer the City's street lighting program.
  • Act as technical advisor in traffic related matters to the City Traffic Engineer and various citizen committees.
  • Conduct engineering and traffic studies.
  • Prepare Requests for Proposals (RFP's) for design, construction management and inspection of capital improvement projects.
  • Review design plans prepared by consultants and developers.
  • Provide management during the construction phase of various capital improvement projects, including the review and processing of RFIs, change orders, daily inspection reports and contractor invoices.
  • Investigate citizen inquiries related to infrastructure complaints as well as requests for new traffic control devices.
  • Review traffic calming requests and recommend appropriate action.
  • Prepare agenda memos and technical reports related to capital improvement projects.
  • Administer environmental services contracts related to capital improvement projects.
  • Prepare grant applications for federal, state and county compliance funding programs.

QUALIFICATIONS

Any combination of education, training, and work experience to demonstrate possession of the knowledge, skills, and abilities to successfully perform in the position is qualifying. A typical combination is as follows:

Education: A Bachelor's degree in Civil Engineering from an accredited college or university.

Experience: Four years of professional experience in civil engineering including two years in a public agency in a supervisory capacity.

Knowledge of: CEQA proceedings; design, surveying and construction principles and practices; management of capital improvement projects in compliance with local, state and federal regulations; supervisory techniques; recordkeeping; legal descriptions; traffic engineering design and operations; and principles of public relations. Experience with the latest version of AutoCAD is highly desirable.

Ability to: Analyze and solve difficult engineering problems by arriving at valid conclusions; communicate effectively in English both orally and in writing; effectively present issues and recommendations before citizen's groups and/or City Council; supervise and maintain effective working relationships.

License Requirement: A valid California Engineer-In-Training registration (California State Board of Registration for Professional Engineers)

California registration as a Professional Engineer (PE) is desired.


Due to the performance of field duties, the ability to operate a City vehicle may be required; therefore a valid California Class C Driver's License and acceptable driving record at time of appointment and throughout employment in the position is required.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.

ADDITIONAL INFORMATION

Physical Tasks and Environmental Conditions: Work is primarily performed in an office environment that requires extended sitting, mobility in the field at construction sites with potential exposure to dangerous machinery and potential physical harm, ability to lift and carry up to 25 pounds, and perform other similar actions during the course of the workday. Candidate(s) who complete testing with acceptable results will be considered by the Department hiring authority. Prior to an employment offer, a comprehensive background investigation is conducted, including fingerprinting. A pre-placement medical exam, including a drug screen will be conducted upon issuance of a conditional offer of employment.
