GENERAL STATEMENT OF DUTIES
The Medium Equipment Operator (MEO) classification is responsible for the operation of medium road maintenance equipment. Performs moderately complex equipment operation duties for road, bridge, vegetation, sign making, ferry maintenance; nuisance control, landfill and transfer station maintenance control and/or construction. Operates all equipment and performs all tasks of lower level classification within this job series.

SUPERVISION RECEIVED
Works under the direct supervision of a supervisor or other lead worker position, which assigns work, observes performance and inspects work upon completion for conformance to road maintenance standards.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions within this classification but duties may include exercising lead direction over a small work crew.


This position will work the following shift:

Sunday: 7:00 AM - 5:30 PM
Monday: 7:00 AM - 5:30 PM
Friday: 7:00 AM - 5:30 PM
Saturday: 7:00 AM - 5:30 PM

Typical Duties - Duties include, but are not limited to the following

  • Operate equipment including: back hoes, water truck, wheel loaders, dump trucks, forklifts, mowers, and various accessories related to this equipment.
  • Maintain the Recycling / Transfer Station Area, and surrounding grounds to provide for transfer of solid waste from public self-haulers to the waste-to-energy facility.
  • Grounds surrounding the transfer station shall be kept free of litter and anesthetically pleasing by continued mowing, planting, fertilizing, weeding, irrigation, dead vegetation removal and replacement, tree maintenance, and irrigation system maintenance.
  • The Operator shall operate the Disposal Site so that it is available for delivery of ash Monday through Friday, public waste at the transfer station Monday through Sunday, and waste diverted from the waste-to-energy facility as needed. If the Operator observes inappropriate wastes being disposed at the transfer station (such as tires, covered electronic devices, appliances, or potentially hazardous materials), the Operator shall remove these from the transfer boxes if possible and handle appropriately. The operator shall prepare drop boxes for transportation and keep collection areas available for the public use.
  • Maintains a backhoe, loader, mower, and water truck and performs routine maintenance, fueling and minor repairs of light and heavy equipment.
  • Requires the ability to negotiate uneven ground, climb up and around vehicles, and the ability to move and lift heavy objects.
  • Maintain roadways, drainage ditches, culverts and tipping area.
  • Operates a computerized scale system, types, inspects loads and determines correct rate to charge, visually confirms the information on the monitor, collects fees and makes change, keeps accurate records, and balances paperwork, makes deposits.
  • Answers the telephone, uses calculator, Visa/Master Card authorization terminal, and various computer components
OTHER JOB DUTIES
May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations. May be assigned clerical/support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

Responsible for working safely and following all applicable safety health rules. Worker is responsible for reporting any unsafe condition to supervisor, crew leader or lead worker. Workers are expected to stop work when conditions are unsafe and could lead to significant property damage, serious injury, or death.

Requirements for the Position

EXPERIENCE AND TRAINING


  • High school diploma, or equivalent; AND
  • Two years of experience in the operation of motorized road maintenance and construction equipment and the performance of semi-skilled manual tasks (Depending on the position, experience in a specialized field may be required i.e. landfill operations, sign shop maintenance); OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must possess a current driver's license with an acceptable driving history; AND possess, OR obtain within 6 months of hire, a valid Oregon CDL-A license with tank endorsement. A valid driver's license and CDL permit with medical card is required at time of hire. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • Some positions will require possession of, or obtain within five (5) months of hire, certification as a Right-of-Way Public Pesticide applicator's license.
  • Must be a certified flagger with the State of Oregon or able to obtain within 30 days.
  • Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
  • Must successfully complete FEMA ICS/NIMS IS-100/700 certification training within 90 days of hire.
  • Must obtain Awareness and Limited Operations' level hazardous material clean up training.
  • Must be able to pass a pre-employment physical examination by a County-appointed medical doctor and have good physical agility.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana.   • This is a full-time position, which is eligible for overtime.
  • This position will require weekend shifts. May be required to work rotating shifts, which may include swing and/or graveyard.
KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of the operation, maintenance and minor repair of road, bridge maintenance and/or vegetation control equipment; state laws pertaining to operation of motor vehicles and equipment on roads and highways; technical and procedural knowledge of work methods required to perform in specialty are assigned; materials, methods and equipment commonly employed in performing the duties within the specialty area assigned; safety practices and methods to perform efficiently within the specialty area.

Skill and ability to perform strenuous manual work under hazardous conditions and adverse weather conditions; establish and maintain good working relationships with coworkers and the public. Ability to lift up to 50 pounds unassisted; good mechanical aptitude and dexterity; good reading comprehension skills; good oral and written communication skills; in the performance of specialized construction work.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; crawls on hands and knees; reaches overhead; lifts and carries up to 50 lbs.; pushes and pulls up to 150 lbs.; moves carts weighing up to 300 lbs.; uses rapid mental/hand/eye coordination; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors and shades; hears a normal level of speech; works in areas that may be exposed to heat, cold, humidity, dust, smoke vibration, noise, and chemicals; works in areas that may be uneven or wet; uses ladders and/or scaffolding; works in areas that may be exposed to blood or body fluids.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
