Duties

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serves as Contracting Officer Representative ensuring during contract administration the contractors meet the commitments of the contracts, including timeliness, delivery and quality of support services.
  • Utilizes a wide range of subject matter practices, laws, regulations, policies, and precedents and a range of analytical methods to identify, evaluate, and recommend appropriate process improvements.
  • Applies the full range of subject matter methods, principles, practices, and evaluates methodologies to advise on and/or resolve a range of operational and strategic issues.
  • Researches and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve products and services.
  • Plans, directs and/or coordinates subject matter work, which requires the application of the appropriate knowledge of business practices, process improvement, and appropriate federal guidelines.
  • Participates in a wide range of management activities that typically extend and apply to multiple organizations or major components of multiple organizations.
  • Provides policy and planning guidance to management, staff, and customers. Supports Director in defining current and future business environments, investment portfolios and directorate strategies.
  • Applies subject matter expertise, analytical and management skills to directorate.
  • Develops and delivers briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

Qualifications

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Utilizing business management processes and procedures to support an organizations program and customer requirements;
  • Implementing process improvements that address improved policy, performance, and/or practices for an organization;
  • Advising and providing guidance to staff and management on resolutions to strategic and/or operational issues.
