Summary

The Outreach Behavioral Health program supports parents and caregivers by providing in-home visitation to address early childhood development. This program provides social-emotional behavioral intervention and education through parent support, counseling, and case-management.

Ideal candidates will be certified in various parenting curriculums or have the qualifications to become certified. Currently, we use components of Positive Discipline, Promoting First Relationships, Circle of Security, Triple P, Incredible Years, and Parenting Counts among other interventions. This position requires early childhood experience and expertise, and will provide valuable insight into attachment relationships, parents participation and progress on goals, or other in-home observations.

The Outreach Parent Support Specialist receives referrals from concerned professionals, childcare providers, early learning professionals, teachers, health care providers, community-based organizations, child protective services, and families themselves.

Services might include assisting individuals with accessing resources and making referrals for housing, benefits, medical care, substance use disorder treatment, mental health treatment, and employment.

Job Duties

  • Provide in-home parent support through education, modeling, and evidence-based interventions with the goal of successful and healthy development of infants, toddlers, young children, and their families.
  • Perform early intervention and in-home assessments of zero-to-five-year-old infants and toddlers to determine social, emotional, and cognitive stages of development for care planning and referral purposes. May also observe children in their learning environments for assessment purposes.
  • Attend and participate in Family Reunification Court when needed.
  • May facilitate parenting groups for parents, learning environments, and other collaborators.
  • Attend community meetings related to behavioral health, early childhood, youth, and family for coordination and collaboration.
  • Provide comprehensive information, referral, and follow up services to community resources on behalf of children and their families.
  • Participate in student conferences when appropriate.
  • Promote healthy attachment and relationships with infants, toddlers, and young children by demonstrating healthy bonding and modeling interactive play. Teach and share with parents’ examples of enriching and age-appropriate activities to bond with children.
  • Develop care plan with families as the means for implementing appropriate services. Responsible for coordinating services being provided; arranging resources, advocating for needed services and making appropriate referrals. Collaborates and works with other community agencies.
  • Document all contacts in a timely basis including face-to-face interviews, collateral and networking contacts, and correspondence. Maintains case records in accordance with standards and requirements. Prepares reports by collecting, analyzing, and summarizing treatment and results data.
  • Communicate progress by attending weekly interdisciplinary meetings and supervision and in compliance with agency policies and procedures. Follows policies, procedures, and protocols as a member of the Outreach Behavioral Health Team.
  • Updates job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.
  • Perform other duties as assigned by the supervisor which are consistent with the position.

Knowledge, Skills & Abilities

  • Strong knowledge and understanding of early childhood development and ability to relate well with parents/caregivers and infants, toddlers, and young children. Capable of relating well to individuals from diverse backgrounds, cultures, education levels and varied socio-economic backgrounds.
  • Capability and willingness to work independently under general supervision in a self-directed manner and as part of a team. Possess good time management, organizational, and problem-solving skills. Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful situations, relate to various individuals in a calm, professional manner.
  • Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic, and ethnic backgrounds; individuals experiencing disabilities; and individuals for whom English is not their first language. Able to identify community resources and services for families and coordinate provision of services; to establish effective working relationships with internal county staff as well as with community partner organizations.
  • Understands the need for maintaining confidentiality of information. Familiarity with client record documentation requirements, collaborative care plan development and implementation.
  • Ability to accurately complete data entry and clearly transmit information through email. Have a working knowledge of Microsoft Excel, Outlook, and Word and the capacity to work effectively with different software applications.

Education, Experience & Certifications

  • Bachelor's degree in Early Childhood Education, Social Work, Psychology, Human Services, or related field required
  • 2+ years' experience in providing parent support or family services
  • Prior relevant experience and training may be substituted for years of experience
  • Valid Washington Driver’s License
