JOB SUMMARY
The job duties of the Jail Sergeant include but are not limited to provide direction and basic supervision of the jail work force and inmate population. Supervises inmates and all jail staff in the custody, care, and transportation of inmates at the County Jail during assigned shift. Work involves supervision of the daily operation of an assigned area on an assigned shift and training of Jail Deputies. Supervision is in accordance with established policy, regulations, and procedures.

The duties described below are indicative of what the Jail Sergeant might be asked to perform. This job description is to incorporate any county ordinances created for the position of Investigator. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:
1. Serves as officer in charge of the Jail Division.
- Supervises, plans, coordinates, and directs the work and activities of assigned staff.
- Confers regularly with Jail Lieutenant and Jail Captain to communicate concerns and receive orders.
- Conduct annual performance evaluations on assigned staff.
- Recommend employee corrective or disciplinary action to Jail Lieutenant and Jail Captain.
- Prepare Jail Division payroll and submit to Lieutenant and Captain for review.
- Reviews activity log and confers with previous shift sergeant/senior to determine the status of activities and conducts shift briefings.
- Prepares shift schedules, approves the use of PTO time, monitors schedules to maintain minimum staffing levels, and orders staff in as needed per policy.
- Ensures adherence to procedures and schedules for meals, laundry, cleaning, maintenance, inspection, and prisoner activities.
- Identifies and analyzes policy and procedure concerns and recommends or implements solutions.
- Conducts inspections of staff, equipment, and documentation of activities to ensure operational readiness and adherence to standards.
- Provides in-coming sergeant/senior Jailer with information required to evaluate operations and efficiency prior to the end of their shift.
- Assists with staffing within the assigned functions including training, retention, monitoring workload, and delegation of assignments affecting staff while documenting and advising Jail management.
- Monitors work performance and training progress of individuals, in person and through documentary review, to ensure execution of orders, adherence to work procedures, and compliance with legal requirements.
- Provides ongoing training to staff in procedures, techniques, documentation, and other necessary activities.
- Ensures that management is informed in a timely manner of situations, incidents, and other non-routine matters.
- Prepares and reviews records, reports, forms, shift logs, and other forms of activity documentation for accuracy, correcting and/or discussing problem areas with involved staff or assigning for follow ups.
- Assists staff in performance of duties and performs duties of Jailer as necessary.
- Provides consultation to staff on routine matters, such as interpretation of rules, and provides guidance in handling difficult and sensitive situations
- Makes initial responses to questions and complaints from the public, assigned personnel, County departments, and other agencies
- Reports information to Jail Lieutenant and Jail Captain regarding any and all personnel issues, regarding time off, performance, requests, duty assignments, and directives.
- Answers inmate inquiries and complaints that cannot be handled by jailers.
- Acts as a liaison to the medical staff when needed.
2. Makes emergency decisions in accordance with outline procedures and protocol, as necessary in all critical jail incidents when management is not available while conducting Officer In Charge “OIC” duties until the Jail Lieutenant and/or Jail Administrator arrives on sight.
3. Oversees the Classification System.
- Classifies incoming inmates using the current classification system and fills out the necessary paperwork to justify the decision.
- Process all requests for reclassification, researches the information, makes an appropriate determination, and fills out all appropriate paperwork to document the decision and placement.
4. Sees that electronic rounds information is downloaded to the computer files as assigned.
5. Maintains motivation, and promotes cooperation among staff. Performs all work direction in a professional manner that is conducive to obtaining good teamwork from subordinates.
6. Maintains current knowledge of professionally-related matters by attending training, seminars, and conferences to obtain updated information and establish professional relationships.
7. Performs other related duties as necessary or assigned.

- All County employees, elected officials, and managers, excluding those in the Sheriff’s Office.
- Anyone of the general public needing assistance, including vendors.
- Inmates
Team Members:
- Members of the Sheriff’s Office Command Staff and Line Staff (Telecom/Investigations/Patrol/Jail/Clerical)
EDUCATION and/or EXPERIENCE:
- High school diploma or GED is required.
- Jail Certified in the State of Wisconsin or certifiable within one year of appointment required. Out of state certifications will be considered.
- Possess 60 college credits from an accredited college as defined by the U.S. Department of Education required.
- Minimum of two (2) years of Chippewa County Jailer experience required or three (3) years of Jail, Corrections or Law Enforcement experience from an outside agency required.
- WI Law Enforcement Standard Board Certification preferred. Out of state certifications will be considered.
- CPR and/or basic first aid preferred.
- A valid driver’s license required.
- No felony or domestic misdemeanor or any offense, which, if committed in Wisconsin, could be punished as felony or domestic misdemeanor unless the applicant has been granted an absolute and unconditional pardon.
Pre-employment and Post- Offer Testing:
- Successfully pass an extensive background investigation
- Successfully pass a post-employment-offer physical exam and agility screening.
- Successfully pass a non-DOT drug screen and respiratory fit test.
- Successfully pass a psychological examination if LESB certified/certifiable.
- Failure to pass these will result in the employment offer being revoked.
